The Canadian Bureau for International Education is seeking a Canadian consultant to provide advice and technical expertise to the Zakarpattia Regional State Administration in Ukraine on developing and implementing a regional rural development program. Over 50 days spanning 3 missions to Ukraine and long-distance support from Canada, the consultant will assess rural development in the Zakarpattia region, provide examples of Canadian best practices, assist in developing a regional rural development policy and program, and advise on stakeholder consultations and implementation. The consultant requires extensive experience with regional rural development policy in Canada as well as experience advising international governments.

expertise to the PRISM initiative “Capacity Building of the Zakarpattia Regional State Administration to Develop and
Implement a Regional Program of Rural Development in the Zakarpattia Region” to be implemented in Zakarpattia
Region, Ukraine.
Background on the PRISM Project
The Policy Reform and implementation Support Mechanism (PRISM) Project is a six‐year umbrella project (2007‐
2013), which is funded by the Canadian International Development Agency (CIDA), and managed by the Canadian
Bureau for International Education (CBIE). Designed to strengthen the policy development and implementation
capacities of the Government of Ukraine, the PRISM project provides funding and support to a number of different
sub‐projects in Ukraine across the following sectors and levels of government:
Sectors of Focus:
• Public Administration;
• Private Sector Development;
• Gender Equality.
Levels of Government:
Central level:
• Ukrainian Central Government.
Regional Level:
• Autonomous Republic of Crimea;
• Dnipropetrovsk Regional State Administration;
• Zaporizhia Regional State Administration;
• Lviv Regional State Administration;
• Zakarpattia Regional State Administration.
The PRISM project is a responsive, demand‐driven mechanism, which invites the Ukrainian Government to submit
initiatives for consideration and provides funding. Each of the approved initiatives involves a specific request for the

Background on the Consultancy Assignment
The initiative “Capacity Building of the Zakarpattia Regional State Administration to Develop and Implement a
Regional Program of Rural Development in the Zakarpattia Region”, submitted by the Zakarpattia RSA (Regional
State Administration) to PRISM, has been approved by CIDA for implementation. The objectives of the initiative are
to increase awareness of Zakarpattia RSA civil servants to analyze rural development in the Zakarpattia Region, to
develop a regional rural development policy and to inform and engage the public about the Regional Program of
Rural Development in the Zakarpattia Region and its implementation.
The implementation of the initiative will promote more effective approaches to regional governance on rural
development in the Zakarpattia Region.
The initiative results will be achieved through the following activities:
• Increasing the awareness and skills of the ZRSA civil servants to analyze and develop regional rural
development policy and to inform and engage the public about this policy and its implementation.
The initiative will integrate gender and environmental sustainability consideration throughout all activities.
The initiative is scheduled to commence in September 2011 and run until December 2012.
Expertise Sought
This initiative will require a Canadian expert who will provide policy advice and technical expertise based on
Canada’s experience in regional rural development to the Ukrainian beneficiaries. It is expected that this advice will
be provided both through 3 short‐term missions to Ukraine and via long‐distance support from Canada. It is
anticipated that the Canadian expert will work closely with a locally identified sectoral expert in Ukraine in the
provision of advice and recommendations to the Zakarpattia RSA.
Role of the Canadian expert:
• Conduct a needs assessment and provide advice to the Zakarpattia RSA on conducting a situational analysis
of rural development in the Zakarpattia region;
• Provide Ukrainian counterparts with examples of Canadian and foreign best practices, particularly with
regard to the development and introduction of regional rural development policy;
• Facilitate a study visit to Canada for the Zakarpattia RSA representatives to explore Canadian experience in
the field of rural development;
• Prepare and deliver a workshop on the Canadian experience in rural development and methods for
development of a comprehensive regional program of rural development;
• Provide advice and support to the Zakarpattia RSA on developing a concept of the Regional Program of
Rural Development and recommendations for its improvement;
• Provide advice to the Zakarpattia RSA on conducting consultations with stakeholders on the concept of the
Program;
• Provide advice to the Zakarpattia RSA on the draft of Regional Program of Rural Development and
recommendations for its improvement;
• Participate in a workshop and a forum on rural development in Zakarpattia, Ukraine;

• Provide long distance support to the Zakarpattia RSA in cooperation with Ukrainian experts and initiative
working groups.
The required skills and experience:
• Extensive senior level government knowledge and experience in the development and implementation of
regional rural development policy in Canada;
• Experience working in an international context, ideally providing technical assistance to government
representatives in a country in transition;
• Knowledge of Ukraine’s socio political and economic context and Ukrainian development challenges;
• High tolerance for ambiguity;
• Flexible, and adaptable to rapidly changing circumstances;
• Ukrainian language capacity will be an asset.
