This document summarizes the PRACTICE project which aims to develop an integrated toolbox to improve coordination and response to CBRN terrorism events in Europe. The toolbox will integrate capabilities across different response organizations. It will identify key event parameters and operational functions to map how first responders detect and handle events. The toolbox concept and tools will be developed through workshops with end users and validated through field testing and training kits. The goal is to enable a faster, more precise response to CBRN events through improved information sharing and optimized resource use.

FP7 SEC-2010.4.2.-2 PREPAREDNESS AND RESILIENCE TO
A CBRN CRISIS
• 1) to integrate capabilities and to develop a system of tools
and methods to improve and coordinate operational reaction
following the occurrence of the event
• 2) introduce a complete toolbox to be used by public authorities
in charge of crisis management (incl. health authorities). It should
lead to an integrated European approach to CBRN crisis. It
should provide and demonstrate significant improvements with the
existing fragmented situation and significantly improve the
resilience of the European Union
• 3) to develop information and training kits to the public and to
specific audiences envisaged before (preparedness) and after
the event (response). The system includes early warning systems,
isolation, shielding, decontamination, medical counter-measures
etc.

• Faster and more precise alert/alarm
 Combining and correlating separate ”incidents” to give an overall picture
as basis for an alarm
• Faster and more precise response
 Faster transfer of data (sensor readings, detection of dangerous
diseases, etc.)
 Faster understanding of the situation
 Better decisions
• Better communication with knowledge/overview of other responding parties
and their real time capabilities
• Increase the awareness/knowledge among the public
