Providing shelter should be accepted fundamental right of individual and fundamental duty of the state but creating ownership needs to be specifically and invariably avoided in case nations want to solve the problem of housing shortage. Sale and Purchase of housing must be effectively regulated and real estate sector must be made more rational, responsive and responsible to the needs of the shelter of all communities. Allotting land to luxury housing must be minimized and taxed heavily for subsiding the rental housing for the poor. Norms specified for housing must be redefined to make optimum use of land. land norms must be based on the principle of use of land on 24x7x365 to optimize the land for amenities/services. Housing needs to be traded on different footings with effective monitoring of house ownership. No individual should be permitted to hold multiple ownership of housing with ownership restricted to two houses in the entire life span of individual to check speculation and making housing an investment for making money. Housing typology must be changed from plotted development to flatted development to optimise the land and minimise the housing cost. housing technologies must be redefined with affordable materials put in place. During last more than seven decades of Independence from British Rule in 1947, India has been struggling to find solution to appropriate housing for the ever increasing pressure of population and rapid urban and rural migration. Stating with 1947, with more than 6 million people, under forced migration led by the division of India by creation of Pakistan as a separate nation, India has been grappling with finding appropriate solutions to the ever evolving, ever devolving problem of appropriate shelter for its ever rising population. With Five year plans dictating the national physical, social and economic growth agenda, attempt has been made to create housing and overcoming poverty through various schemes and programs launched through various Five year Plans by the respective governments, heading the Indian democratic structure. The contents, scope and approach of these program, policies and schemes have varied during various plan periods, depending upon the resources available, felt need of the community, priority for development, emerging problems facing the country etc. However, despite housing and poverty remaining a major issue, allocation of adequate resources allocated remained disproportionate to the need and requirement of the community. Based on the available data and the texts already written, attempt has been made to bring out various programs launched during the various plan periods, to showcase the approach adopted by India , as a nation, in meeting with its agenda of making accessible housing for all, managing poverty and reform agenda taken up in the urban context. The Extractive Industries Transparency Initiative (EITI) is geared towards improving governance in the oil, gas and minerals sector. The EITI currently includes 53 countries across the world, half of which are in Africa. It is governed by multi-stakeholder coalitions representing business, governments and civil society organisations.
The EITI started out in 2007 by disclosing payments made by companies to governments in the form of license fees, taxes and other payments. Governments in turn disclosed payments they received from companies to identify possible discrepancies in reported revenues. Disclosures under the EITI are now increasingly fine-grained, focusing on identifying beneficial owners, publicising contracts, commodity trading transparency and project level investments. The EITI seeks to tackle corruption, promote accountability, strengthen institutions, and contribute to domestic resource mobilisation. The current approach also highlights gender and environmental considerations in government and company reporting.
Many EITI countries are currently facing a triple crisis occasioned by the Covid-19 pandemic: a health emergency, a massive fall in government revenues triggered by oil and commodity price falls, and an economic crisis caused by a huge reduction in global demand. This lecture explores the continued salience of governance and transparency work in the extractives sector during a period of acute global crisis, amid growing constraints on government budgets and capacity, and increasing limitations on civic space and advocacy.
