a) clarifying purpose,
b) encouraging collective
learning,
c) aligning with state standards,
d) providing support, and
e) making data-driven
decisions.

Clarifying
Purpose
Clearly and jointly held purposes help give teachers and
administrators an increased sense of certainty, security,
coherence, and accountability.

Encouragin

learning
Administrators need to raise teachers' collective sense about
state standards to ensure that teacher expectations are
aligned with the state's accountability criteria – discussions
about state standards become a collective mission of the
school and school district.

with State
Standards
Test conducted must be in alignment with the standards.

Support
To help all students to achieve high standards, teachers
should be provided with the training, teaching tools and
support materials.

Data should be the first to consider in making the next

informed as possible. It involves
the use of critical and analysis to
evaluate ideas, problems, and
policies. It places responsibility on

inquiry, collective choices and
actions in the interest of the

It is the core of democracy
in which every citizen is
treated equally in social,
economic, political, and
educational areas.
Excellence and equity are
related to social justice.
