A viewpoint on a particular issue providing documented background and
justification for an opinion on that issue.

A document created by an authoritative group that helps interested parties
understand an issue or make a clinical decision.
There is little to no scientific literature to review; the role of a white paper is not
to develop a scientific document but rather to convey the recommendations of a
society on a particular topic.
Policy A general high-level statement of intent that guides and defines the boundaries
within which decisions can be made .
Policy A statement of intention that describes what needs to be done (responsibilities),
by whom (roles), and the problems it will solve (objectives). Answers the
question “Why?” by identifying goals and mission, and “What?” by determining
which programs and services to use. Every Policy should flow directly from the
Strategic Objectives.
policy A statement of principles or position that is intended to guide or direct decision-
making and operations that supports the achievement of the vision and
objectives.
Procedures Series, step-by-step instructions for performing specific operations, in
conformance with applicable standard.
Process A series of interrelated actions done to bring about a desired result.
Programmes Are complexes of goals, policies, procedures, rules, task assignment, steps to be
taken, resources to be employed and other elements necessary to carry out a
given course of action
Regulation Rules or laws defined and enforced by an authority to regulate conduct
Regulations The details of implementation for achieving the desired effects of legislation
Rule The limits of acceptable behaviour of the members of the organization
Standard A specific and quantifiable mandatory requirements
