planning is of great importance.
 The policy of DUAL POLITY & ADMINISTRATION makes
planning process inevitable as it fixes responsibility in
various constituents of administration viz, Central, State &
Local Authorities and ensures proper co-ordination among
them.

NITI AYOG
The planning commission is headed by Prime Minister of India.it
has full time members who assist the Prime Minister in planning
and provide advice and guidance for formulation of five year
plan
The full time members consists of Deputy Chairman and
includes experts from various fields like economics, industry,
science and general administration.
It also includes ministers from relevant portfolios like
Finance, Agriculture, Home Ministry, Health, Chemicals and
Fertilisers, Information Technology , Law, HRD and Minister of
State for Planning.
ORGANISATION STRUCTURE &
FUNCTIONS
 It has 11 main departments and 20 sub ordinate departments
and that makes 31 divisions for which the planning commission
concentrates on planning.
 It has two main divisions of function. They are
• General Planning Divisions
• Programme Administration Divisions
o The main function of the commission is PLANNING
o The other functions includes economic survey, human
resources & capital assessment in the country. It also concerns
with removing any factor impeding the growth of the country.
DEPARTMENTS OF PLANNING
COMMISSION
NATIONAL PLAN
• The Commission comes out with five year plan at national
level since independence. The cycle was broken only once
when Janata party assumed Government and came out with
rolling plans in 1978.
• The in 1980 once again it was resumed until 2014.
STATE PLAN & ANNUAL PLAN
• Apart from this the planning commission also comes up with
many state & annual plans
PLANNING
 The planning commission also allocated funds and
evaluated the functioning of 17 flag ship programmes.
 These programmes comes under the 11 major divisions
 In last year of its functioning 2014-15 highest amount of
funds were allocated to energy sector which was 34.32% of
total outlay. It was followed by Transport Sector which was
23.92%. The Social services accounted for 16.39%

 May 29, 2014 : The first IEO (Independent
Evaluation Office ) assessment report was
submitted to Prime Minister Modi on May 29, three
days after he was sworn in.
 August 13, 2014 : Cabinet of Modi govt. scrapped
the Planning Commission
 Aug. 15 2014 : Modi mentioned to replace
Planning Commission by National Development
and Reform Commission (NDRC) on the line of
China
 1st January 2015 –> Cabinet resolution to replace
Planning Commission by NITI Aayog (National
Institution for Transforming India) "
 India’s Finance Minister Arun Jaitley made the
following observation on the necessity of creating
NITI Ayog:
“The 65-year-old Planning Commission had become a
redundant organisation. It was relevant in a command
economy structure, but not any longer. India is a
diversified country and its states are in various phases
of economic development along with their own
strengths and weaknesses. In this context, a ‘one size
fits all’ approach to economic planning is ob- solete. It
cannot make India competitive in to- day’s global
economy.”
 The opposition Congress mocked the launch as
a cosmetic relabelling exercise – the new body’s
acronym- based name means 'Policy
Commission' in Hindi, suggesting a less bold
departure than the English version does.
 Many economists also criticized the scrapping
the allocation power from national planning
organization.
NITI AYOG FORMATION & AIM
O The National Institution for Transforming India
Aayog is a Government of India policy think-tank
established by Prime Minister Narendra Modi to
replace the Planning Commission.
O The main aim for NITI Aayog’s creation is to foster
involvement and participation in the economic
policy- making process by the State Governments of
India, a “bottom-up” approach to planning in
contrast to the Planning Commission’s tradition of
“top-down” decision- making. One of the important
mandates of NITI Aayog is to bring cooperative
competitive federalism.

O This is well reflected when Indian Prime Minister
appointed three sub-groups of chief ministers for
making recommendations in three important areas
Centrally sponsored schemes, skill development
and Swachh Bharat.
O On February 8, 2015 ,the first meeting of NITI
Aayog was chaired by Narendra Modi was
conducted discussing various policies &
programmes.

NITI AYOG –IS IT DIFFERENT FROM
PLANNING COMMISSION?
O It is an advisory body, or a think-tank. The powers to
allocate fund vested in the finance ministry.
O It Includes the Chief Ministers of all States and the
Lieutenant Governors of all Union territories in its
Governing Council, devolving more power to the
States of the Union.
O It does not have the power to impose policies

Planning at national level

  • 2.  In a country like INDIA rich in diversities, the process of planning is of great importance.  The policy of DUAL POLITY & ADMINISTRATION makes planning process inevitable as it fixes responsibility in various constituents of administration viz, Central, State & Local Authorities and ensures proper co-ordination among them.   • 3. EVOLUTION OF CENTRAL PLANNING AUTHORITY 1938 NATIONAL PLANNING COMMITTEE 1946 NATIONAL ADVISORY BOARD 1950 PLANNING COMMISSION 2014 NITI AYOG
  • 4. The planning commission is headed by Prime Minister of India.it has full time members who assist the Prime Minister in planning and provide advice and guidance for formulation of five year plan The full time members consists of Deputy Chairman and includes experts from various fields like economics, industry, science and general administration. It also includes ministers from relevant portfolios like Finance, Agriculture, Home Ministry, Health, Chemicals and Fertilisers, Information Technology , Law, HRD and Minister of State for Planning.   • 5.  It has 11 main departments and 20 sub ordinate departments and that makes 31 divisions for which the planning commission concentrates on planning.  It has two main divisions of function. They are • General Planning Divisions • Programme Administration Divisions o The main function of the commission is PLANNING o The other functions includes economic survey, human resources & capital assessment in the country. It also concerns with removing any factor impeding the growth of the country. DEPARTMENTS OF PLANNING COMMISSION
  • 6. NATIONAL PLAN • The Commission comes out with five year plan at national level since independence. The cycle was broken only once when Janata party assumed Government and came out with rolling plans in 1978. • The in 1980 once again it was resumed until 2014. STATE PLAN & ANNUAL PLAN • Apart from this the planning commission also comes up with many state & annual plans PLANNING
  • 7.  The planning commission also allocated funds and evaluated the functioning of 17 flag ship programmes.  These programmes comes under the 11 major divisions  In last year of its functioning 2014-15 highest amount of funds were allocated to energy sector which was 34.32% of total outlay. It was followed by Transport Sector which was 23.92%. The Social services accounted for 16.39% FLAGSHIP PROGRAMMES
  • 9.  May 29, 2014 : The first IEO (Independent Evaluation Office ) assessment report was submitted to Prime Minister Modi on May 29, three days after he was sworn in.  August 13, 2014 : Cabinet of Modi govt. scrapped the Planning Commission  Aug. 15 2014 : Modi mentioned to replace Planning Commission by National Development and Reform Commission (NDRC) on the line of China  1st January 2015 –> Cabinet resolution to replace Planning Commission by NITI Aayog (National Institution for Transforming India) "
  • 10.  India’s Finance Minister Arun Jaitley made the following observation on the necessity of creating NITI Ayog: “The 65-year-old Planning Commission had become a redundant organisation. It was relevant in a command economy structure, but not any longer. India is a diversified country and its states are in various phases of economic development along with their own strengths and weaknesses. In this context, a ‘one size fits all’ approach to economic planning is ob- solete. It cannot make India competitive in to- day’s global economy.”
  • 11.  The opposition Congress mocked the launch as a cosmetic relabelling exercise – the new body’s acronym- based name means 'Policy Commission' in Hindi, suggesting a less bold departure than the English version does.  Many economists also criticized the scrapping the allocation power from national planning organization.
  • 12. NITI AYOG FORMATION & AIM O The National Institution for Transforming India Aayog is a Government of India policy think-tank established by Prime Minister Narendra Modi to replace the Planning Commission. O The main aim for NITI Aayog’s creation is to foster involvement and participation in the economic policy- making process by the State Governments of India, a “bottom-up” approach to planning in contrast to the Planning Commission’s tradition of “top-down” decision- making. One of the important mandates of NITI Aayog is to bring cooperative competitive federalism.
  • 13. CONTD…. O This is well reflected when Indian Prime Minister appointed three sub-groups of chief ministers for making recommendations in three important areas Centrally sponsored schemes, skill development and Swachh Bharat. O On February 8, 2015 ,the first meeting of NITI Aayog was chaired by Narendra Modi was conducted discussing various policies & programmes.
  • 14. ORGANISATION AND ITS MEMBERS O Prime Minister of India as the Chairperson O Governing Council comprising the Chief Ministers of all the States and Union territories with Legislatures and lieutenant governors of other Union Territories. O Regional Councils will be formed to address spe- cific issues and contingencies impacting more than one state or a region. O Experts, specialists and practitioners with relevant domain knowledge as special invitees nominated by the Prime Minister.

  • 16. NITI AYOG –IS IT DIFFERENT FROM PLANNING COMMISSION? O It is an advisory body, or a think-tank. The powers to allocate fund vested in the finance ministry. O It Includes the Chief Ministers of all States and the Lieutenant Governors of all Union territories in its Governing Council, devolving more power to the States of the Union. O It does not have the power to impose policies

  • 18. CONCLUSION These are the present plans at national level. Just like today the planning authority will upgrade and innovate it self to suit the need of the developing economy
