Mr. Phal Sophat is proposing a smartphone application to help reduce HIV transmission among most at-risk populations (MARPs) such as entertainment workers, men who have sex with men, and transgender individuals in urban areas of Cambodia. The application would provide these groups, over 50% of whom use smartphones, with HIV prevention information and resources as they are highly mobile with only 30% literacy. He is seeking developers to build the application and train local NGO staff, as well as interested parties to refine the idea and develop an implementation strategy with the goal of launching in April 2014 and expanding features by September 2014.
