EXECUTIVE SUMMARY
This Plan of Action is a summary of projects identified by our organization,
reviewed and considered worthy of implementation pursuant to our short-term
goals.
Being an incorporated Non-governmental Organization (NGO) and concerned with
the welfare of the vulnerable groups in society in terms of their social, moral,
economic and professional development, we are currently working at the
Buduburam Refugee Settlement and catering for the welfare of the former Liberian
refugees. Our focus is currently on the welfare of children and youth.
As former refugees, just as these targeted beneficiaries, we, the founding members
and managers of this organization have first-hand experience of all the challenges
these beneficiaries continue to encounter.
Certainly, since we have been able to acquire some skills, and following the
cessation of UNHCR in 2003 that ended all support to refugees, and the continued
effort of the Government of Liberia in collaboration with the International
Community encouraging all Liberians to return home, we deem it fit providing
support to our people in this regard.
The following projects are therefore earmarked for implementation and constitute
the plan of action for 2014:
1) Provision of Teaching and Learning Aid to a targeted 1,500 school children @
BULK @ US$6,000.00
2) Scholarship for 30 vulnerable school children @ US$300.00 per child per
year (US$ 9,000.00).
3) Extra curricula activities (Debate, Quiz and Reading ) for school children@
US$ 4,800.00
4) In-service training for 50 volunteers former refugees’ teachers to beef-up
their competence and actualize their career plight @ US$10,000.00
5) Career / Psycho-social counseling for vulnerable students and youth @
US$12,000.00

6) Support services for 30 self-sponsored former refugees’ students in tertiary
institutions in Ghana @ US$ 300.00 per student (US$ 9,000.00)
Each of these projects highlights the following: (1) the Project title (2) targeted
beneficiaries (3) project objectives (4) expected outcomes (5) project budget (cost)
The project can be funded and implement independently. Each project timeline is
one (1) year thus 2014 and subject for renewal based on funding guarantee.
Our organization (Cradle of Hope for Relief and Development) in collaboration with
the community leaders and beneficiaries shall implement any of the funded project
and report written and submitted to the donor and stake holders.
However, donors who may want to nominate a representative to be part of the
implementation or channel their support through a recognized institution of their
choice are welcome.

INTRODUCTION
Cradle of Hope for Relief and Development (CHRAD) is an Incorporated Non
Governmental Organization committed to the welfare of the disadvantaged in
society. Our office is located at the Buduburam Refugee Settlement, Gomoa East
District of the Central Region, Ghana and currently serving the needs of refugees
and other disadvantaged within the community.
Over the years, we have been encouraging fellow former refugees to return home
(Liberia). Various reasons have been given in support of their reluctance to return
home such as:
1) Feeling of insecurity upon their return
2) Lack of confidence to set up new sources of livelihood.
3) Lack of support network for relatives in Liberia on whom they can depend
for ease of re-integration
4) Lack of adequate skills to ensure meaningful re-integration in Liberia
Despite our willingness to support their needs while encouraging them to return
home, our organization lacks funds to do so. We are therefore calling on all well-
wishers, donor agencies, philanthropists and other individuals who have passion for
children and youth welfare to support our plan. Your donation, no matter how little,
will be well administered for the intended purpose and accounted for.
All cash donations should be channeled through our Bankers with account
information listed below.
Aside from the cash donations, we also accept material donations in the form of
learning and teaching materials, used or new clothing, shoes, food items etc for free
distribution among these children.

Action Plan
As a guide to plan implementation, all activities outlined will be implemented
with time lines, with active community participation with responsible elders
to facilitate monitoring and evaluation.
Monitoring and Evaluation
For effective implementation of the plan, in terms of timing and expected
outcomes, a participatory monitoring and evaluation system will be put in
place and executed throughout the life of the year.
Opportunities and Challenges
a) Challenge
The major challenge we are faced with is lack of adequate resources to
implement planned projects
b) Opportunities include:
1) The willingness of the action-oriented community leaders to provide
communal labour and local materials
2) Willingness on the part of youth to acquire skills tailored to any
developmental agenda
3) Availability of venue for projects implementation and willingness of
churches and community leaders to release it for projects
4) The communal spirit among the targeted population for development and
change for the better
5) An opportunity to meet with the youth on a one-on-one basis or in groups
to provide them with effective psycho-social counseling
6) An opportunity to provide the children a sound educational foundation for
a brighter future hence making them useful assets rather than liability to
society.

printing and / or purchasing needed educational materials such as recommended
Text Books, Exercise (Note) Books, Drawing Instruments, Calculators, and Chalk

PROJECT SUMMARY
The second goal in the United Nations Millennium Development Goals is to achieve
Universal Primary Education, more specifically, to “ensure that by 2015, children
everywhere, boys and girls alike will be able to complete a full course of primary
schooling." Currently, there are more than 100 million children around the world of
primary school age who are not in school.

Here at the Buduburam Refugee Community, former refugees who are no longer
being supported by any agency can hardly afford to cater for their children’s
education. Hundreds of children of school-going age are out of school. There is also a
constant threat of foreseeing school drop-outs, and certainly an expected increase in
this number of children as parents may not be able to afford to continue to cater for
them.
As an organization committed to the welfare of children, we see it as a wake-up call
to intervene so as to ensure that, the future of these children is saved thus making
probable asset to society rather than liability.
Project Objectives
The following are the project objectives:
1) To encourage school enrollment of street /disadvantaged / abandoned children
into basic schools
2) To reduce burden on parents whose children are in school for lack of basic
support service
3) To strengthen foundation for children’s moral, social and professional growth
through provision of tuition fees which would have otherwise hindered their
studies.
Expected Outcomes.
a) To the beneficiaries
a. Happiness and confidence in career pursuit which will certainly
lead to improved academic performance
b. Relief of burden on parent hence enabling them to concentrate on
other areas of support
b) To society
a. Children attaining sound foundation in their education will
guarantee a positive social growth (morally, socially and
professionally) thus minimizing possibilities of engaging in negative
social vices e. g criminal activities, commercial sex works etc.

b. Productive human resource is guaranteed for the society thus
making them become assets to society rather than liability by
engaging their respective professional contributions in nation
building.
c. Sustainable Peace and security guaranteed since most of the youth
suspected of getting involved in negative social vices shall be busy
providing their respective contribution to nation building. This
concept is backed by our motto: “Building Sustainable Peace by
Developing Minds”

Project Summary
Education helps young people prepare for a responsible adulthood. Learning
especially with fewer resources become more intense during childhood and
adolescence than during any other phases of the life cycle. Education involves the
development of physical or cognitive skills, the acquisition of knowledge, and the
shaping of values, attitudes, and beliefs.
This project “extra curricula activities” is meant to assist school children to realize
their full potentials while also helping them overcome weaknesses, building on their
strengths and confidence. Various activities outlined along side with their class
room activities will certainly help these children in this direction.

Project Summary
The bloody civil war in Liberia has ended, with the help of the international
community; an elected government is being put in charge. The Government has
since being encouraging its citizens, especially the youth to return purposefully to
contribute their quota to the rebuilding process.
However, feedback shows that many young guys are returning into exile where they
resided during the war for failure on their part to re-integrate on arrival in Liberia
due mainly to lack of skills.

Consequently, many of these former refugees in Ghana have made their intentions
known to our organization to acquire some skills to ensure a meaningful return to
Liberia. Cases are categorized as follows:
1) Those who are believed to be having some potential but have not made up
their mind for skills acquisition. With resources available, extensive
counseling can address this situation.
2) Those who have the potential and are willing to enroll but lack resources to
start.
3) Those who have demonstrated abilities and are enrolled in school but are
faced with extreme challenges for basic needs.
This project is concerned with number three (3) which intended to support those
who are already in school but are faced with challenges. Accordingly, number 1 and
2 are scheduled to be captured in the long term project structured to train young
Liberians in various disciplines to return to Liberia and serve the government on
agreed terms.
Project Objectives
The project is aimed at identifying self-sponsored students in various tertiary
institutions in Ghana:
1) for support such as:
a. Books allowance
b. Research allowance
2) To turn idle minds into productive work by encouraging skills
acquisition among youth and thus minimize possibilities of
engaging in negative social vices such as drug abuse, criminal
activities, commercial sex (on the part of young women) etc.
3) Minimize possibilities of school drop-out among self-sponsored
students which seldom lead to frustration and the adjoining
negative practices.

1) Burden on students to provide them with needed learning
requirement shall be reduced.
2) Research felicities shall improve academic performance of the
students
3) Sustainable Peace and security guaranteed since most of the youth
suspected of getting involved in negative social vices shall remain
busy with their academic work.
4) On successful graduation, knowledge acquired by the beneficiaries
shall aid them provide their respective contribution in nation
building. This concept is backed by our motto: “Building
Sustainable Peace by Developing Minds”

  • 3. Cradle of Hope for Relief and Development (CHRAD)’s Plan of Activities 2014 | 3 Cradle of Hope for Relief and Development (CHRAD) Plan of Action for 2014 www.chrad.net E-mail: info@chrad.net, Tel: +233 (0) 243 143 568 EXECUTIVE SUMMARY This Plan of Action is a summary of projects identified by our organization, reviewed and considered worthy of implementation pursuant to our short-term goals. Being an incorporated Non-governmental Organization (NGO) and concerned with the welfare of the vulnerable groups in society in terms of their social, moral, economic and professional development, we are currently working at the Buduburam Refugee Settlement and catering for the welfare of the former Liberian refugees. Our focus is currently on the welfare of children and youth. As former refugees, just as these targeted beneficiaries, we, the founding members and managers of this organization have first-hand experience of all the challenges these beneficiaries continue to encounter. Certainly, since we have been able to acquire some skills, and following the cessation of UNHCR in 2003 that ended all support to refugees, and the continued effort of the Government of Liberia in collaboration with the International Community encouraging all Liberians to return home, we deem it fit providing support to our people in this regard. The following projects are therefore earmarked for implementation and constitute the plan of action for 2014: 1) Provision of Teaching and Learning Aid to a targeted 1,500 school children @ BULK @ US$6,000.00 2) Scholarship for 30 vulnerable school children @ US$300.00 per child per year (US$ 9,000.00). 3) Extra curricula activities (Debate, Quiz and Reading ) for school children@ US$ 4,800.00 4) In-service training for 50 volunteers former refugees’ teachers to beef-up their competence and actualize their career plight @ US$10,000.00 5) Career / Psycho-social counseling for vulnerable students and youth @ US$12,000.00
  • 4. Our office is located at the Buduburam Refugee Settlement, Gomoa East District of the Central Region, Ghana and currently serving the needs of refugees and other disadvantaged within the community. Over the years, we have been encouraging fellow former refugees to return home (Liberia). Various reasons have been given in support of their reluctance to return home such as: 1) Feeling of insecurity upon their return 2) Lack of confidence to set up new sources of livelihood. 3) Lack of support network for relatives in Liberia on whom they can depend for ease of re-integration 4) Lack of adequate skills to ensure meaningful re-integration in Liberia Despite our willingness to support their needs while encouraging them to return home, our organization lacks funds to do so. We are therefore calling on all well- wishers, donor agencies, philanthropists and other individuals who have passion for children and youth welfare to support our plan. Your donation, no matter how little, will be well administered for the intended purpose and accounted for. All cash donations should be channeled through our Bankers with account information listed below. Aside from the cash donations, we also accept material donations in the form of learning and teaching materials, used or new clothing, shoes, food items etc for free distribution among these children.
