Personalisation aims to shift support for citizens from a "professional gift model" to a "citizenship model" with greater citizen control, community involvement, and redefined professional roles. This includes self-directed support with individual budgets allowing control and independence. Data shows this approach can reduce spending while improving lives by empowering choice and community participation.
