The National Library of Sweden promotes and supports open access publishing through its OpenAccess.se website. It helped develop national guidelines for open access in 2015 and coordinates the implementation of open access policies. The Swedish government's 2016 research bill established open access as the norm for publicly funded research and set a goal for full transition within 10 years. The library received additional funding to coordinate open access efforts and conduct further studies, focusing on research assessments, publication costs, and monitoring compliance with open access requirements. Open science is defined as including open access to publications and data as well as citizen science and open evaluation metrics.
