Our mission is to create change and
build a better scholarly communication system
for the future
We are working on making long-term change

• The scholarly community, including
– Research organisations: small and large
• Policy makers, research managers, research
communities
– University libraries
– National libraries
– Library consortia

4. Lobbying for long-term change
• We are working on making long-term change
in open scholarly communication
• We target those with real influence to make
change in research dissemination
• We believe in fair play in the scholarly
communication field
• We come in to represent the interests of the
scholarly community where needed

1. Develop and implement Open Access policy in
Europe on international, national and local
levels
2. Make the case for Open Access to
political leaders, libraries, university
managers, and researchers on various levels

6. Policy development & implementation
To accelerate and increase Open Access content in
– our institutional and subject repositories, and
– peer-reviewed academic content in OA-journals and OA-
monographs
• We lobby for more Open Access to Europe’s research results on
international and national levels in particular
• We analyse international policies to bring
good practice to the European
Open Access Community

7. We are advocates of Open Access
• We provide materials and tools to help
– raise OA awareness
– provide evidence for the case for OA
– train researchers and students, e.g. in how to
uphold the Horizon2020 policy

8. We stay up-to-date with
OA developments
• We carry out research in the area of scholarly
communications
• We hold workshops to promote knowledge
exchange
• We monitor Horizon2020 OA support efforts
• We manage the OATP Europe site
• We regularly share world OA
developments online
