Educational Leadership, section 3.4.1, one of
the bullets says:
"Contributions to the practice and theory of
teaching and learning literature, including
publications in peer-reviewed and professional
journals, conference publications, book
chapters, textbooks and open education
repositories / resources."
11. What is the Problem?
• Governments and public
universities use public funds to
give grants / contracts for the
production of educational
resources.
12. What is the Problem?
• The default terms on those
publicly funded educational
resources is typically all rights
reserved copyright.
13. What is the Problem?
• Because these educational
resources are not openly
licensed, the public does not
have access to the works it
funded with public money (i.e.,
taxpayers do not have access
to the works they paid for).
14. What is the Solution?
• Governments and public
universities require, in their
education grants / contracts,
that publicly funded
educational resources be
openly licensed.

29. Aim of the PhD Research
Explore how International Organizations (IOs) are influencing Governmental OER
Policies around the world.
• What OER policy instruments can be identified as being used by different
IOs?
• What impact do IO OER policy instruments have on provincial, state and
national Governmental OER policies?
• What recommendations, if implemented, would lead to IO OER policy
instruments more effectively supporting governmental OER policies?
30. Protocoled Interviews with IOs
• Inter-governmental Organizations (IGOs): Commonwealth of Learning (COL),
European Commission (EC), Organization for Economic Cooperation and
Development (OECD) & United Nations Education, Scientific and Cultural
Organization (UNESCO)
• International Non-governmental Organizations (INGOs)/Associations: Creative
Commons, OER Africa, OER Asia & Open Education Consortium
• Foundations: Hewlett Foundation, Open Society Foundations & Shuttleworth
Foundation
• Interview questions related to: OER policy instruments used; priorities with respect to
the different actions; role in a collaboration with other IOs/stakeholders;
perceived/observed effectiveness; successes/challenges & plans for the future.
