As digital transformation and tech progress accelerates, it has never been easier to leveraging tech to solve complexe problems: from digital circular fabrication, to low-cost open source prosthetics, drone-based industrial reforestation or artificial intelligence to tackle unemployment. A truly transformed, Open Government is driven by those they serve and:
Protects citizens physically, financially and virtually.
Supports innovation and fosters co-development between private sector, citizens and public agencies
Provides transparency in activities, information and planning.
Integrates citizens in government process, services and support.
However, transformation MUST also be built on a foundation which provides performance, resilience, business continuity and security. As innovation and co-development proceed, agencies and citizens depend on software, services and infrastructure companies to “protect and serve”.
“Some government leaders may instinctively feel this doesn't capture the point or agenda they are embarking on. Some EU countries have approached "bureaucracy busting" from an entirely different angle of simplification of legislation and policy setting, designing these from the perspective of the individual citizen and/or business, or by redesigning and simplifying the interfaces between government and their constituents and using data interoperability to further drive simplification in cases of data updates that involve multiple agencies. This is an approach that is reminiscent of "Design Thinking" at the policy level. It has, as far as I can tell, not quite taken hold in the US where the full complexity of the back-end legislation is often pushed entirely to the citizen or business and where there is limited data interoperability but I believe this "policy reenginering", or if you will "policy design thinking" approach is one which eventually will become more widespread as a "bureaucracy buster". In the EU, at an ICT level it is captured under the EIRA and DigitalEU programs which IBM are involved in. Julia would know a lot more about this.
A related factor, in addition to simplification through policy reengineering and data interoperabilty, is the use of shared services and processes. For instance letting all citizens have a virtual bank account in which all government payments or refunds flow from a unified (and shared) payment process. Or by having a single API and portal where companies can report all their environment, employment, financial, risk and other data irrespective of which agency it has to be reported to.
