IBM and AECOM have developed the Disaster Resilience Scorecard for the United Nations Making Cities Resilient Campaign, to be available free to any city to enable it to assess its resilience to natural hazards. While some hazards such as earthquakes and tsunamis have always been present, others such as floods, hurricanes, tornados or heat events are expected to increase in frequency and severity due to the changing climate. With growing populations and urbanization putting more lives and economic activity in harm’s way, it is imperative that the world’s cities learn to understand and manage the risks that they face. The scorecard provides a mechanism to measure a city’s progress in this activity and allow the city to develop a prioritized list of actions to be taken to improve resilience.
