Technology and Trust: The Challenge of 21st Century GovernmentTim O'Reilly
My talk at the 2013 Social Innovation Summit. Democracies get their strength from the people’s trust. When the interactions that people have with government are so divorced from how they live their lives, or are hard and unpleasant, what does that do to the trust that underlies our democracies? At Code for America, we try to restore trust in government by building interfaces to essential government services that are simple, beautiful, and easy to use.
We take four approaches: 1) we work directly with government officials (at the local level) to create the capacity inside government to build innovative solutions to hard problems; 2) we build communities of technologists and citizens who want to lend their skills to help build their governments; 3) we build tools that make citizen interactions with government easier, simpler, and more elegant, so that the experience of government is positive and breeds trust. 4) We incubate and accelerate civic startups to create new
economic models for those tools.

Slides from my keynote presentation to the Long Island chapter of the Contingency Planning Exchange on April 11, 2014. Given the audience, this presentation is a bit different from my usual keynotes. While I covered some of the same themes -- exponential change, Internet of Things, big data, social media, collaboration and connectivity, digital disruption, transformation, etc -- I focused heavily on the implication of these things on security, privacy, ethics and so on.
My June 4 talk to Web Manager University in Washington DC about the principles that should guide thinking about "government as platform." What are some of the success factors for technology platforms, and how is government already acting as a platform.
Like many other Local Authorities, Adur & Worthing (A&W) Councils were struggling with disjointed user journeys due to department silos, vertically focused business processes and inflexible, out-dated systems. This has left them with a complex, fragmented and expensive architecture that was unable to respond to evolving user or business needs.
We have been working with A&W to design and deliver a platform-based approach to building new end-to-end digital services in the context of their complex legacy environment.

The Impact of ICT on Chinese State Council
The world has been changed dramatically for last 30 years. Things that on body would expect in the past are taking place every day. Some hot topics that people used to focus on have been replaced by some new topics. Among all these topics, ICT namely information communication technologies is attracting more and more people’s attention. As we all know that ICT is impacting nearly all aspects of our life and here I adopt the economic development as the breakthrough point, and in turn other aspects is being expanded. This thesis will mainly discuss on the impact of ICT on Chinese State Council.
The State Council of The people's Republic of China, is the executive body of the highest organ of state power, is the highest organ of state administration. The function of the state council covers many aspects for the society, such as the draft of constitution and laws, the development of economy and also the culture and education and so forth. And ICT has impacted almost every aspect of the origination.
First, the dissemination of information has been changed. ICT is a effective tool of political communication, because it has more advantages than face-to-face communication. The ICT disseminate information to the whole society, helps all the citizens to obtain information about the current political situation, become "known citizens", providing information for the foundation of its political participation. And also this would be impact of public opinion. ICT is not only the performance of public opinion channel, and may utilize extensive and in-depth coverage of specific events, attracts public attention to the event, and thus mobilize the whole society. Thus make as many people as possible to react on the current topic comment.
In the old days, the communication technology in China is not less developed. In some of the rural areas, there are even not a telephone or fax, let alone internet service. The information dissemination is mainly depends on face to face communication or speakers. There are certainly many limitations of these tools. You may not find the person you want to talk to or when you broadcast your information in the radio speaker, some one may just doing something and cannot listen to what you say. Thus they miss the information. That’s why a lot of people just break the laws due to the lack of knowledge of laws and regulations in the country. Open data is a concept that involves offering free access to data. Anyone can use and republish the data in whatever manner they wish. There are no copyright restrictions or patents. The concept behind the open data movement is like other well-known movements such as open access or open source. This long-established philosophy is gaining in popularity due to the Internet and the launch of government based open data initiatives such as Data.Gov.
The following report identifies nine global megatrends that are most salient to the future of governments. While their individual impacts will be far-reaching, the trends are highly interrelated and thus demand a combined and coordinated set of responses.

Here I discussed about the shifting power-relations of people and the State and the companies. And why the consumer rights movement is now very crucial to protect our civil and political rights.
In the Digital Age, we're living more and more in private spaces, owned by some companies, and we're more and more governed by trade laws, many times international ones. Our civil and political rights are very much, in this Digital Age, framed by these trade laws.
Because of this, the consumer rights movement, which is the movement to balance the power-relation in trade laws, should also be at the center of the fight to protect our civil and political rights -- and the consumer rights movement itself should realized about this.
Also, because our digital activities are by nature go across borders, so the violations will, and we must ensure that the protections will go across borders too.
