AIMS
The network aim to
– analyse outreach strategies to marginalised groups and provide
information to other adult education institutions how to
organise this
– promote diversity in adult education organisations and their
training
– develop empowerment strategies based on good practice and
experiences of the network in order to activate learners from
disadvantaged backgrounds
– improve the management of adult education institutions
through diversity and the inclusion of learners´ voices
– look at how including diverse learners´ voices can improve adult
education

1. Good practice collection
The OED network has collected and analysed 28 European good practice
examples tackling the overlap of social inclusion and active citizenship. Good
projects and organisations were identified after a common grid. Outreach
methods and approaches were analysed and main trends and success factors
identified.
OED principles:
a. Learners' Voice and Choice
b. Didactical Coherence
c. Allowing professionals to exchange roles: teaching using learners' expertise
d. Spatial coherence
e. Holistic offers

2.Methodological guidelines
The guidelines aim to support managers, course designers and practitioners in
adult education institutions in their work with socially and educationally
disadvantaged groups. It is based on examples of good practice collected and
reflects the experiences of adult educators working in the field.
Phases analysed by the guidelines:
1. Initial Contact: Informing and Recruiting Learners
2. Pre-development Work: Balancing Identified Needs of Learners with
Identified Strengths
3. The Learning Situation: Involving Learners in Class
4. The Learning Situation: Involving Learners on a Structural Level
5. Transitioning Before and After the End of the Programme

3.OED final conference
The conference was held to present and discuss the outcomes of
the OED network and to build a platform for networking and
discussion between the network partners, adult education
practitioners, AE organisations representatives, national and
European policy makers and stakeholders in the lifelong learning
sector.

4.Policy recommendations
The OED Network is formulating a number of policy
recommendations aimed at policy-makers on the European
level but also on the national levels. The recommendations
propose improvements in the integration of marginalised
groups in and through adult education and in their active
citizenship, empowerment and participation in lifelong
learning.
• Coordinated by EAEA, input by the whole network and by the OED final
conference participants
• They were finalised in September 2014 and then translated into French,
German, Spanish, Bulgarian, Greek and Turkish.

Some of the OED recommendations
for the EU policy-makers:
• Make outreach, empowerment and diversity as a priority
• Increase the dialogue for LLL
• Put emphasis on learning for active citizenship,
democracy, sustainable development and EU cohesion
• Increase cooperation and learning between policy,
practice and research
• Recognise the importance of non-formal adult learning
• Develop higher quality and innovation in adult education

Some of the recommendations for the
national policy-makers:
• Analyse and the remove barriers
• Integrate adult education in existing strategies
• Invest in adult learning
• Fund and support learning communities
• Strengthen non-formal adult education structures
• Reach-out under-represented groups
• Recognise and promote the personal, social,
environmental and economic benefits of adult learning
• Provide in-service training or best trainers and staff

  • 8. 19.10.2015 1. Good practice collection The OED network has collected and analysed 28 European good practice examples tackling the overlap of social inclusion and active citizenship. Good projects and organisations were identified after a common grid. Outreach methods and approaches were analysed and main trends and success factors identified. OED principles: a. Learners' Voice and Choice b. Didactical Coherence c. Allowing professionals to exchange roles: teaching using learners' expertise d. Spatial coherence e.   • 9. 19.10.2015 2.Methodological guidelines The guidelines aim to support managers, course designers and practitioners in adult education institutions in their work with socially and educationally disadvantaged groups. It is based on examples of good practice collected and reflects the experiences of adult educators working in the field. Phases analysed by the guidelines: 1. Initial Contact: Informing and Recruiting Learners 2. Pre-development Work: Balancing Identified Needs of Learners with Identified Strengths 3. The Learning Situation: Involving Learners in Class 4. The Learning Situation: Involving Learners on a Structural Level 5.   • 11. 19.10.2015 4.Policy recommendations The OED Network is formulating a number of policy recommendations aimed at policy-makers on the European level but also on the national levels. The recommendations propose improvements in the integration of marginalised groups in and through adult education and in their active citizenship, empowerment and participation in lifelong learning. • Coordinated by EAEA, input by the whole network and by the OED final conference participants • They were finalised in September 2014 and then translated into French, German, Spanish, Bulgarian, Greek and Turkish. • Available at http://oed-network.eu/index.php?k=118639
  • 12. 19.10.2015 Some of the OED recommendations for the EU policy-makers: • Make outreach, empowerment and diversity as a priority • Increase the dialogue for LLL • Put emphasis on learning for active citizenship, democracy, sustainable development and EU cohesion • Increase cooperation and learning between policy, practice and research • Recognise the importance of non-formal adult learning • Develop higher quality and innovation in adult education
  • 13. 19.10.2015 Some of the recommendations for the national policy-makers: • Analyse and the remove barriers • Integrate adult education in existing strategies • Invest in adult learning • Fund and support learning communities • Strengthen non-formal adult education structures • Reach-out under-represented groups • Recognise and promote the personal, social, environmental and economic benefits of adult learning • Provide in-service training or best trainers and staff
  • 14. 19.10.2015 Some of the recommendations for the adult education providers: • Include learners’ voice • Encourage participation even more • Increase diversity in adult education • Reach-out to under-represented groups • Encourage your staff and facilitators to use innovative and empowering methodologies
