The aim? To gain a better understanding of how perspectives and priorities differ across the world, and to use the diverse voices and viewpoints to help governments, organisations, and individuals to better understand what they need to do to realise data’s full potential.
We are not aware of any other exercise of this scale or scope. No other project we know of has carefully and methodically canvassed the views of such a wide range of experts from such a diverse range of backgrounds and geographical locations. The result, we hope, delivers a more comprehensive picture of the sheer variety of issues and views thrown up by a fast-evolving ‘data economy’ than can be found elsewhere. And, by providing this rich set of perspectives, we aim to help businesses and governments - to develop the policies, strategies, and innovations that realise the full potential of data (personal, social, economic, commercial), while addressing potential harms, both locally and globally.

Analysts, policy makers and business people value business tendency surveys (BTS) and consumer opinion surveys (COS) specifically because the survey results are available before the corresponding (official) quantitative data. However, Big Data has begun to make inroads on areas traditionally covered by BTS and COS. It has a competitive edge over BTS and COS, as it is available in real-time, is based on all observations and does not rely on the active participation of respondents. Furthermore, Big Data has little direct production costs, because it is merely a by-product of business processes. In contrast, putting together and maintaining a sample of active respondents and collecting information through questionnaires as in the case of BTS and COS, require the upkeep of a costly infrastructure and the employment of people with scarce, specialised skills.
However, BTS and COS also have a competitive edge over Big Data in certain aspects. These aspects could broadly be put into two groups, namely 1) BTS and COS offer information that Big Data cannot supply and 2) BTS and COS do not suffer from some of the shortcomings of Big Data. The biggest competitive advantage of BTS and COS is that they measure phenomenon that Big Data does not cover. Big Data records only actual outcomes, while BTS and COS also cover unquantifiable expectations and assessments. Although Big Data often claims that it covers the whole population universe (and not only a selection) this does not necessarily prevent bias. For example, twitter feeds could be biased, because certain demographic or less activist groups are under-represented. In contrast, the research design and random sampling of BTS and COS limit their selection bias.
To remain relevant and survive, producers of BTS and COS will have to adapt and publicise their unique competitive advantage vis-à-vis Big Data in the future. The biggest shift will probably require that producers of BTS and COS make users more aware of the value of the unique forward looking information of BTS and COS (i.e. their recording of expectations about the future).

With the pace of change in the world accelerating around us, it can be hard to remember that the digital revolution is still in its early days. Massive changes have come about since the packet-switch network and the microprocessor were invented, nearly 50 years ago. A look at the rising rate of discovery in fundamental R&D and in practical engineering leaves little doubt that more upheaval is on the way.
For incumbent companies, the stakes continue to rise. From 1965 to 2012, the “topple rate,” at which they lose their leadership positions, increased by almost 40 percent1 as digital technology ramped up competition, disrupted industries, and forced businesses to clarify their strategies, develop new capabilities, and transform their cultures. Oracle knows talented individuals drive success, and they are willing to encourage positive workforce development through organizations such as BDPA. As such, Oracle made decision to offer the 10th Annual Oracle Scholarship for BDPA Students again this year. The scholarship application period goes through July 15 2018.
These scholarships are available to high school students (grade 12), community college students and undergraduate college students. The student must be studying in STEM-related curriculum. The student must be a BDPA member in good standing on or before the July 15th deadline. BDPA student membership is $25 annually.
Past Oracle scholars were helped by this funding as well as the BDPA programs and services made available to them at the local chapter level. Earl Pace and David Wimberly founded BDPA in November 1975 as a local association. Within three years, the founders grew BDPA into a national organization with chapters in Philadelphia, Washington DC and Cleveland. Today, there are 46 chapters throughout the United States. One part of the BDPA legacy is our program for college students and college campuses. This is a program that enriches the opportunities for our students in a variety of post-secondary education institutions with a focus on low-and moderate-income communities.
31% of BDPA’s membership consists of college students. BDPA understands that its educational life cycle moves from the classroom to the boardroom. A major element of the educational life cycle resides with college students. Annual membership dues for college students are only $25 … a significant savings from the annual membership dues that adult professionals invest in BDPA membership.
BDPA established the college student program to teach advanced computer science and community responsibility to students from historically disadvantaged communities. These are major components of our college student program that impact on the educational future of K-12 students:

Most of our 46 local BDPA chapters run programs that provide science, technology, engineering and math (STEM) curriculum and experiences for young people of color in community colleges, 4-year colleges and vocational schools. These training programs include a monthly program meeting hosted by each local chapter that provides remarkable information from industry professionals as well as unique networking opportunities that are not replicated anywhere else in the community.
BDPA seeks to have more students in college studying STEM-related disciplines. BDPA created the BDPA Education and Technology Foundation (BETF) in 1992 for the purpose of giving college scholarships to deserving high school students. Over 250 college scholarships valued at over $550,000 have been handed out by BDPA and BETF. In addition, BDPA created two programs that feature college students - IT Showcase (2003) and Mobile Application Showcase (2014). BDPA began the process to bridge the ‘digital divide’ before the term was widely known. BDPA recognizes that to close the gap of computer and technology literacy, minority youth must participate and compete in today’s digital economy. Otherwise, our youth run the risk of being obsolete in America’s workforce.
The BDPA college student program is intellectually challenging and builds self-esteem through the mastery of applied computer science. We create a foundation for academic and career success.
The purpose of the Eli Lilly and Company Scholarship for BDPA Students is to recognize outstanding minority students, with an interest in information technology, who make significant contributions to society. Applicants must excel academically, show exceptional leadership potential, and make an impact on their communities through service to others.
Lilly/BDPA Scholars will be awarded a one-time $2,500 scholarship that may be used to pursue an information technology focused degree at an accredited four-year college or university of their choice. The Lilly/BDPA scholarship may be used to supplement benefits from the college or university a student plans to attend and fellowships from other foundations or organizations. Students may use the scholarship to cover the cost of tuition, fees, books, room and board, and other college-related expenses.
Scholarship winners will be selected based on the completed application, official transcript, essay, letters of recommendation, and involvement in the BDPA organization.
I. Purpose
The Johnson & Johnson Scholarship is intended to provide financial assistance of a matriculated student, rising sophomore or higher enrolled at a 4 year accredited college/university full time. The objective of this scholarship is to support students who are committed to their academic studies and demonstrate evidence of being a good citizen as stated in the Johnson & Johnson Credo.
II. Criteria/Eligibility
An applicant must be a matriculated student, rising sophomore or higher, enrolled at a 4 year accredited college/university working full time towards their undergraduate degree within the US. The scholarship committee will review completed applications and awards will be made on the basis of the following criteria:
• Proven academic performance – minimum cumulative GPA of 3.0
• Strong and consistent community involvement
• Currently enrolled in a STEM-related major (with emphasis on Info Technology)
• Past recipients of this scholarship are not eligible to apply
III. Award Description
The Johnson & Johnson Scholarship Committee will award $2,500 one-time only scholarships for a rising sophomore or higher of 4 year accredited college or university.
IV. Application Deadline
