Value assessment of e-government service from municipality perspectiveJari Jussila
The document discusses an e-government service called Lupapiste that was developed in Finland to streamline the permit application process for construction projects.
It conducted interviews with municipal employees who use the system and analyzed data from the Lupapiste system. The analysis found that the digital system increased efficiency by allowing applications to be processed 24/7 from anywhere with an internet connection. It also reduced costs by eliminating printing of large plans and documents. The system improved productivity by freeing up inspectors' time and reducing information asymmetries.
The document concludes that while financial assessments of e-government services are challenging, Lupapiste created value through cost savings from reduced travel, printing, and search times.
This document summarizes a study on business catalysts that enable circular economy business within industrial networks. The study identifies six key types of business catalysts: 1) exchange catalysts that create supply and demand, 2) value creation catalysts, 3) competence catalysts, 4) business model catalysts, 5) collaboration catalysts, and 6) market creation catalysts. These catalysts can initiate and enhance circular economy technology and innovation business by addressing barriers identified in previous research. The findings contribute to research on business networks, sustainability, and the transition to a circular economy by providing a comprehensive set of drivers to accelerate circular business models and sustainable growth across industries.

Entrepreneurism and e-government in finlandFatemeh Ahmadi
This document summarizes a presentation on barriers to entrepreneurship and e-government in Finland. It discusses the background and goals of studying entrepreneurship barriers when starting new businesses. Interviews were conducted with 36 young entrepreneurs in Finland to understand their challenges. The results showed that access to information, fear of failure due to time and costs, the maturity of e-government services, and communication with authorities pose significant barriers. The discussion concludes that reducing these barriers can promote higher entrepreneurship rates and economic growth by making it easier to start new businesses. It recommends that policymakers seek to understand entrepreneur needs and challenges, share risks, remove barriers, and improve communication and seamless e-government services.
Six municipalities in Finland are developing new inclusive social security models through a national experiment. The experiment aims to increase participation and inclusion, reduce dependence on social assistance, and help people move toward employment. The document discusses the impacts of the 4th industrial revolution (4IR) on the public sector. It notes that 4IR will hugely affect systems, institutions, organizations and political-economic structures. Key challenges for the public sector include changes to job profiles and types, the need for continuous education and training of staff, and the shift from physical to virtual services. Government responses require being fast, flexible, experimentation, engagement of stakeholders, and an adaptable workforce. Examples from Australia and Vietnam on public sector reforms and developing workforces for 4IR are provided.
Realist evaluation integrated into the social work client database systemMinna Kivipelto
This document discusses integrating a realist evaluation approach into social work client database systems. It explores what this would require from professionals and organizations based on empirical data from social workers. A realist evaluation allows examining how social work goals are reached among clients in different circumstances. The study found that digital tools could help connect information on goals, mechanisms and contexts if developed together with professionals. However, tools need to be simple enough to use in everyday work and not add extra forms. An integrated system across organizations could enable national effectiveness evaluations.
The document discusses strengthening evidence-based policymaking in the Canadian government. It outlines how recent decisions have undermined the use of science in policy and the risks this poses, such as missing opportunities on climate change and economic prosperity. Recommendations are provided on how to advocate for policies that ensure science informs decision-making rather than being overridden by ideology.

It describes the key steps taken to develop the social impact bond, including understanding the social issue, defining the intervention and outcomes, building the business case, designing the program and outcome tariffs, and engaging investors. The social impact bond is intended to scale up Individual Placement and Support (IPS) services, an evidence-based supported employment program, to help more people with mental health conditions obtain and maintain meaningful employment.
Sharing services across government kieku finland state treasuryoverheidscongres
The Kieku program aimed to standardize financial and HR administration processes across the Finnish government to improve quality and reduce costs. A common IT system called Kieku was implemented along with centralized shared service centers. Lessons learned included the importance of senior leadership, communication, and partnership. While standardization enabled productivity gains, integration between the SAP and Logic components of Kieku posed challenges. Overall Kieku achieved the objectives of increased productivity through simplified and automated processes, efficient knowledge sharing through common operating procedures, and harmonized service provision through the shared services model.
The document outlines the goals and challenges of integrating information technology to support integrated health and social care. The goals are to:
1) Create more joined-up services across health and social care with the citizen at the center and their information shared easily.
2) Build a program that gives citizens access to their records and control over their care as they move between services.
3) Achieve safer, higher quality care through innovation and continuous improvement.
Key challenges to achieving this include technical barriers to sharing information between different IT systems, a lack of informatics leadership, and not fully understanding how IT can transform care delivery. The workshop aims to discuss how to address these challenges and focus efforts to better capture, share
Local leaders report that integrated care can provide benefits like reduced hospital delays and admissions as well as improved patient experiences. Factors helping integration include leadership commitment, joint planning, and collaborative working between organizations. Hindrances include different data/IT systems, organizational complexity, and cultural differences. To accelerate integration, leaders emphasize sharing good practices, addressing financial barriers, and providing practical IT solutions rather than more central guidance. While reform disrupted some joint working, leaders remain optimistic about continuing integration under the new structures. Population-focused initiatives, multidisciplinary teams, and shared values are seen as most effective for patients. Efforts prioritize older adults, those with learning disabilities, and mental health patients. Aspirations for 2015 include further developing pooled budgets

3. Introduction
• Finnish health and social care under large reform
– New legistlation (proposal in parliament) and organisational
changes
– Despite legistlation changes have been taken place already
• Key changes:
– In future larger areas (18 counties) in responsibility of all health
and social services (now 300 municipalities),
– Care integration, social and health, primary and secondary
– Service production from municipalities to multiple providers
• Competition, easy access into market (private, county, third sector)
13.12.2018 Competence workforce for the future
4. Care integration
• Care integration is related to efficiency and quality of care (Coleman et al. 2009)
• Integration has positive effects on worker collaboration, decrease of job
demands (Boumans et. al 2008) and worker satisfaction (Boyd et al 2009)
• Integration a constant problem: workers don’t know whom to contact,
necessary information not available (Jolanki ym. 2017)
• Inside organization silos (Ham 2011), Most important to make changes at
client level work
• What does integration require, competences, management?
– Multiprofessional team work, management of networks, trust, interaction,
shared goals (West et al.)
– Distributed knowledge (Salomon ym. 1993), workers need to know enough of
each others work
13.12.2018 Competence workforce for the future
5. Study question
• What effects has well-functioning integration?
– Which competencies are needed more in future?
– Does care integration explain worker stress and job satisfaction?
