Main Duties
1.1Administration and Human Resources
Updating and implementation of Administration and HR policies.
Determine the staffing needs to meet organisation needs
Organize Board meetings, Workshop and Trainings
Coordinate the recruitment process
Maintain and update personnel records
Develop departmental work plans for each year and ensure its
implementation.
Supervise the Junior staff i.e. Drivers, Office Assistant, Guars and
Grounds man
Maintain and update assets register
Develop staff returns and submit timely to Department of Statutory
Corporations
Ensure proper filling of information for easy tracking
Ensure vehicle fleet are properly managed
Provide secretarial service to management and Board of Directors
1.2Procurement
Participate in pre procurement planning with internal client to
consolidate the needs of various departments.
Prepared annual procurement plan for the Council.
Undertake all Procurement activities and verifying technical
specifications of goods and services.
Prepare the bid documents such as RFQs and proposal.
Manage procurement contract with suppliers
Identifying, recruit and pre-qualifying services providers and
prepare specification documents.
Coordinate evaluation and selection of successful supplier and
prepare IPC report
Negotiate with supplier on the contract terms and conditions
Managing the bid process
Advising management on procurement matters
Providing secretarial service to IPC
Ensuring proper filling of procurement records
2. 1.3Finance
Process request for payment and reimbursement
Prepare departmental budgets
Ensure timely liquidation of funds
Prepare departmental cash flow projection
Ensure timely payment of employee benefits
Coordinate development of budgets estimates for the Council

2.1Recruitment Planning
Identifying a vacancy
Advertising the vacancy
Shortlisting
Sending invitation letters/calling candidates for interview
Conducting interview with other members of management

Coordinate induction of new staff
Coordinate staff appraisal
Issuing confirmation letters to employees who have successfully
completed probation period.
2.2Coordinating disciplinary hearing process

Guide disciplinary hearing according to Human Resources Policy
Draft and issuing disciplinary letters.
2.3Industrial relations and processing terminal benefits
Attending to pre-hearing and full trial to court/labor office
Supporting industrial relations activities
Liaising with pension administrator on the status of pension fund
Insuring that pensions funds are transferred on time
Ensuring quick transfer of person to another administrator according
to new Pensions Act
Ensuring that pension administrator process and pay pensioners on
time
2.4Payroll Management
Coordinate preparation and filling of timesheet for submission to
payroll
Handling employee queries
Collecting bank account and submitted for payroll purposes
Periodic preparation of payroll
Computation of monthly Human Resources Report
