4. The Montreal Protocol in Layman's Terms
 The Montreal Protocol on Substances that Deplete the Ozone Layer (a
protocol to the Vienna Convention for the Protection of the Ozone
Layer) is an international treaty designed to protect the ozone layer by
phasing out the production of numerous substances that are
responsible for ozone depletion. It was agreed on 26 August 1987, and
entered into force on 26 August 1989
 Since then, it has undergone eight revisions, in 1990 (London), 1991
(Nairobi), 1992 (Copenhagen), 1993 (Bangkok), 1995 (Vienna), 1997
(Montreal), 1998 (Australia), 1999 (Beijing) and 2016 (Kigali, adopted,
but not in force)
 Some of the Substances deemed responsible for depletion of the
ozone are HCFC refrigerants such as R22 and R142b

 The ozone treaties have been ratified by 197 parties, which includes
196 states and the European Union, making them the first universally
ratified treaties in United Nations history
 The countries have been split into two groups, and phase out times
of harmful refrigerants especially R22, have been set.

What are the Impacts so Far?
 Manufactures have gone into selling mode, of new products that have
ozone friendly refrigerants, meaning also an impact on Spares
availability.
 Suppliers have gone into selling mode, of the new products from the
manufactures, also selling off any back logs of stocks they may have of
R22 HVAC systems.
 Maintenance service providers of HVAC Systems are jumping on board
by refusing to service R22 systems due to the implications of the
protocol, regarding certification, of refrigerant handling and
discharging of refrigerants into the ozone. So instead of fixing the asset,
they would rather sell you a new system.
 General misunderstanding of the Montreal Protocol by company
representatives, who are basing their operations on the Developed
Countries Time Frame instead of the Developing Countries Time Frame,
meaning unnecessary immediate capital expenditure.

12. What are the Alternatives open to all companies
in the Developing Countries
 Keep the existing R22 ensuring that it is maintained correctly, and
certified each and every service, that there is no discharge into the
ozone, either by leak or R22 released by the maintenance team
while servicing. Maintenance teams will need to be retrained to
ensure that all aspects of servicing is correctly carried out. Most
developing countries are now imposing large fines and prison
sentences for those companies who release refrigerant into the
ozone
 Replace the existing R22 system with a new system containing the
new approved refrigerants. This will need in most cases a large
capital injection
 Retrofit the existing system
