Community mobilization
 It is an attempt to bring both human and
non-human resources together to undertake
developmental activities in order to achieve
sustainable development.
Process
Community mobilization is a process through
which action is stimulated by a community
itself, or by others, that is planned, carried out,
and evaluated by a community's individuals,
groups, and organizations on a participatory
and sustained basis to improve the health,
hygiene and education levels so as to enhance
the overall standard of living in the community.
Contd.,
 A group of people have transcended their
differences to meet on equal terms in order to
facilitate a participatory decision-making
process.
In other words, it can be viewed as a process
which begins a dialogue among members of the
community to determine who, what, and how
issues are decided, and also to provide an
avenue for everyone to participate in decisions
that affect their lives.
Requirements
 Community mobilization needs many analytical and
supportive resources which are internal (inside the
community) and external (outside the community) as well.
Resources include:
 Leadership
 Organizational capacity
 Communications channels
 Assessments
 Problem solving
 Resource mobilization
 Administrative and operational management
Strategies
Secure strong leadership
Establish a formal structure
Engage diverse organizations, community
leaders, and residents
Ensure authentic participation and shared
decision making
Ensure authentic and productive roles for
young people
Develop a shared vision
Conduct a needs assessment
Contd.,
Create a strategic plan
Implement mutually reinforcing strategies
Create a fund raising strategy
Establish effective channels for internal
communication
Educate the community
Conduct process and outcome evaluations
Evaluate the community mobilization effort
separately
RESOURCE MOBILIZATION
Resource mobilization is the process of
getting resources from the resource
provider, using different mechanisms, to
implement an organization's predetermined
goals.
Contd.,
 It deals in acquiring the needed resources
in a timely, cost-effective manner. Resource
mobilization advocates having the right
type of resource at the right time at the
right price by making the right use of
acquired resources thus ensuring optimum
usage of the same.
Contd.,
Thus, resource mobilization could be seen as a
combination between:
Resources – elements necessary for the
running of an organization.
Mechanisms – means which make it possible
to obtain resources directly.
Partners – persons and/or institutions
providing resources.
Thus resource mobilization may be defined
as: a management process that involves
identifying people who share the same values
as your organization, and taking steps to
manage that relationship.
Resource mobilization is actually a process
that involves three integrated concepts: The
key concepts are:
Contd.,
Features
 Resource identification
 Identification of resource provider.
 Identification of mechanism to receive resource.
 Expansion of relations with the Resource Provider
 Right use of resource
 Knowledge and skills to Resource Mobilization
 Human skills, service, information, equipment
