The Missouri Problem In 1819, Missouri requested statehood Threatened to upset the slave state balance Until 1818 there were 10 slave states and 10 free states Illinois was admitted in 1818 as a free state Southerners expected Missouri to enter as a slave state Tallmadge Amendment Created by NY Congressman James Tallmadge Changed Missouri’s statehood bill Missouri would be admitted as a slave state, but would gradually free all of its slaves Southerners blocked the bill’s passage
