PLAN
Soviet Union refused it
Joseph Stalin forbade Eastern Europe countries from having anything to
do with Marshall plan
USSR saw the plan as a significant threat to the Soviet’s control of
Eastern Europe
In response, The Soviet Union created the Molotov plan
Later expanded into the COMECON, a system of bilateral trade
agreements
