This is a web publication presenting data from research on the situation in the NGO sector in Serbia in the first half of 2009. This period was marked with an intensive campaign for the adoption of the NGO Law and the establishment of the Office for
Cooperation with Civil Society. The NGO Law was adopted in July 2009, and the Office was formally established by the GovernmentDecree in April 2010. Both the new NGO Law and the Office illustrate the increased influence of the sector and the improved communication with the government. However, since data in this survey were collected in May-June 2009, they reflect the situation in the sector before these major developments. The main objective of this survey was to ascertain the general situation in the NGO sector in Serbia in mid-2009 and compare it with the situation outlined in the research carried out in early 2005.
A presentation made for Governance Facility and their introduction and review of 4 years. This presentation contains the finances, partners and a creative study on important subjects that constitute an organization.

The Political Settlement of Local Economic Development in Ghana’s Local Gover...AJSSMTJournal
Both the 1992 Republican Constitution and the Local Governance Act, 2016 (Act 936) have
conferred political, administrative, social, economic and developmental authorities and functions on the
Metropolitan, Municipal and District Assemblies. However, the assemblies have exercised all other authorities
to the neglect of their economic and developmental functions. In view of this, they still rely on central
government for development hence the concept local economic development emerged for assemblies to use
their local resources to champion the development of their localities. Deploying both primary and secondary
sources of data, this paper examined the extent of political settlement in the implementation of local
economic development (LED) in Ghana. The study found that the nature of the LED programme, the strategic
nature of the MMDAs, the activism of the actors, the benefits to be derived by the actors, the political party in
power and the need to test new development paradigms shaped the behaviour of actors in the LED
implementation process. The desire of each actor to project its interest above the others culminated into “turf
war” among them in the implementation process. The study recommends that the development of localities
should supersede the interest of actors, locality leadership should be proactive and aggressive in wooing
investors, and incentives should be provided for investors who invest in the hinterlands. Key lessons learnt
were: leadership was significant in LED, collaboration among actors is important for the success of LED.

Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have
lagged behind in the implementation of E-government. Many e-government initiatives also failed to achieve their objectives in
developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks’ Factor Model. A
survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis result
enabled to highlight seven specific success and failure factors in Kenya. The enablers of e-government projects are good strategy
formulation, internal and external drive, employee competence and enough funding, whereas main failure of e-government are weak
ICT infrastructure, poor Project management and Design. Data analysis highlights both strengths and weaknesses for each factor or
factor. Finally, the study ends up with recommendations for policy makers to shape the future of e-government system in developing
countries.

Citizen Monitoring for Waste Management Services in MaputoJean Barroca
Through a 2014 Innovation Grant the World Bank developed the beta-version of a software platform known as Ntxuva that provides visualizations and statistics from citizen provided information about urban services.
Ntxuva will be piloted in early 2015. Reports tailored to stakeholder needs and preferences will be provided to municipal service managers and governing officials, to firms providing SWM services, and to citizens and civil society organizations. Scale-up and roll-out are planned for 2015-16.
This presentation shows the current project status and the pilot plans for 2015.

However, despite recognizing the need for the digitization of public services, governments in the developing countries are not giving it the importance it deserves.

Towards “Deep” Personalisation of E-Government ServicesAdegboyega Ojo
Abstract:
Next Generation Electronic Public Service Infrastructure are expected to provide highly personalized, context-aware services to citizens and businesses; exploit feedback and comments about public services on social web for continuous service improvement and enable the participation of citizens in the re-design of existing services or design of new value-added services of interest.
In the area of service personalization there are at least two major active streams of research. The first stream of work which is carried out by the Computing and Informatics community attempts to transfer ideas on personalization and recommender systems from domains such as e-commerce and e-learning to the public sector domain. These efforts have delivered some results on self-adaptive government websites, personalized citizen searches and dialogues, and co-design of e-government services. The second stream of work involving personalization of public services is carried out within the Public Administration (PA) practice and research community. The goal of the PA community in the Personalisation Agenda is to tailor public services to individual beneficiary needs as much as possible. This is done through a number of related approaches including connected government, participatory public service development, and provision of people–centred services. Interestingly, there is yet to be any significant interactions among these two closely related research communities.
In this talk, I shall argue that developing a viable personalization program for e-government services is contingent on its careful alignment and co-evolution with supporting PA personalization efforts. This viable personalization program, which I call “Deep Personalization” entails delivering personalised e-government services over Flexible and Adaptive Public Services. Consequently, I will further argue that while the development of effective citizen models and acquisition of functional and behavioural data from citizens are critical for delivering personalized citizen e-services, the fundamental challenge is in ensuring that the underlying public service is sufficiently flexible and adaptive.
