- #2 This presentation will discuss construction planned and in progress around the Navy Yard and Anacostia Annex.
- #3 This is the area we are discussing. At ground level you may not see the potential but this aerial view shows the reason the City and the Developers are so excited about the area. There is little open ground elsewhere in the City. Anacostia Park and the shoreline north of the Navy Yard is being transferred to the City.
- #4 We will just touch on these projects
- #5 The City is rebuilding the 11 th Street bridges. They started construction this month, plan to finish by end of 2011. They plan to remove the ramps to RFK and build 2 wider bridges between the existing bridges. This will maintain traffic until the end of the project when lanes will switch over to the new bridges. The City plans to make both bridges 2-way and add sidewalks and bike lanes. The old bridges may be demolished eventually.
- #6 Both spans are two-way bridges. The 11 th Street span is designated a “Local Traffic” bridge. It is connected directly to the City Street Grid, and not directly to the freeways. The northern span connects the freeways directly so is more convenient to most commuters. Drivers leaving the Yard at N Street will be able to get on the “Local” bridge, then get on the freeway across the river.
- #7 The most useful part of the plan is to add ramps on the EAST side to allow folks to get in directly from the I-295, the Anacostia Freeway, as drivers come south in the morning and get directly onto the Anacostia Freeway north-bound in the evening.
- #8 On this side of the river the traffic pattern will also change significantly. 11 th Street may become 2-way. Entering at N Street from the bridge will require making a turn at M Street and coming back down 11 th Street. The traffic pattern is still in design.
- #10 Here is a concept for the SEFC, on our west perimeter. Includes parkland, office & residential. GSA transferred control of the property 1 JAN 2007. Forrest City Washington, the developer, is in the design & remediation phase This is an active construction zone. It does not belong to the Navy, nor is it public space. access is restricted . DON’T GO THERE They are building a park on the waterfront. Scheduled to open Fall 2010
- #11 The DC Housing Authority will start construction on the parking lot outside the WNY gate end of the year so the parking lot will be lost. The Marines are looking for space for additional Barracks since some of the ones up 8 th St are unsuitable. - CSX will rebuild a tunnel under VA Ave when they get the funds. May be some temporary traffic disruption.
- #12 The light rail will run from the Anacostia METRO to the Firth Sterling Gate. A platform is planned outside the gate. Timeline is unknown.
- #13 DC has raised prices on parking meters. Also extended hours added added Saturdays. Some streets are restricted to residents with a Residential Parking Permit. Check the signs on posts and on the meters. Just because there is no meter, doesn’t mean you don’t have to pay. This sign tells you there is a multi-space meter. Pay, get time-stamped receipt, put it on your dashboard. DC BIKE RULES: Helmet for children under 16. Base rules: Wear a helmet.

- #15 The area EAST of 11 th Street is poorly used. it has the potential for much more recreation. Maybe another lunch spot this vision is in the early stages. there is no funding.
- #16 This site east of our installations and south of Barry Farms, is now owned by GSA. They recently swapped land with DC which now owns all the east campus. GSA plans to develop the WEST campus for the USCG, and eventually the rest of DHS What are the likely impacts? Too early to say.
- #17 Poplar Point is the area on the east side of the Anacostia between the South Capitol Street and 11 th Street bridges. It is being transferred from National Park Service to the District. DC plans to develop it by selling it to a developer who will execute a plan approved by the City. Some hope for a Soccer Stadium and retail/office/residential uses. Navy has riverfront land south of the bridge. Our interests (security, Quality of Life, facilities) will be impacted by the bridge construction and DC Development. These are not DC’s concerns. We cannot expect them to look out for us.
- #18 Gateway and Anacostia Access: Near, Mid, and Long Term Improvements for entire corridor. Set vision for urban blvd and F.D. Bridge replacement EIS: Currently underway. Analyzing two build alternatives. Expect DEIS in fall and FEIS in winter. Bridge Alignment Study: Finalizing the report. Developed technical constraints and 4 concept designs to generate ideas and discussions for the design of the new bridge. Near term improvements: Coordinating with ballpark and maintenance of traffic for future improvements. Lowering bridge approach to reach grade by Potomac Ave. DDOT plans to reduce construction impacts by closing South Capitol Street during July and August 2007. This two month closure was preferred by community members and over 14 months of construction. Funding: Federal earmarks of $123 million for repair of the existing bridge and design of the new one.
