Libraries are playing a leading role in promoting open educational resources (OER) and open access. Many libraries have created catalogs and guides to curate and provide access to open textbooks and other OER. They are also actively involved in OER initiatives on their campuses to reduce costs for students. The webinar highlighted several examples of libraries that have open textbook catalogs and guides to connect faculty with high-quality OER. It also discussed the Scholarly Publishing and Academic Resources Coalition's (SPARC) efforts to build a librarian network and provide resources to expand librarians' involvement in OER issues.
Adopting OER for Pathways, Certificates, & CoursesUna Daly
A panel of members from the Community College Consortium for Open Educational Resources (CCCOER) will share how they are adopting OER for Pathways, Certificates, and Courses at their colleges. CCCOER was founded in 2007 and now composes over 250 colleges in 22 states and provinces. Members collaborate online regularly and in-person at conferences on best practices for OER adoption. This cross-institutional sharing of open educational resources, open practices, open research, and open policies provides a powerful OER advocacy network for community colleges. New members have immediate access to a community of OER practitioners and experts who can help them launch their projects more efficiently and quickly. Meetups at regional and national conferences provide an opportunity to share and promote successful OER adoption strategies of our members with colleagues throughout higher education. Audience participation will be welcomed.

Lorah works with faculty to find and adopt OER and is working to highlight OER in the new HCC strategic plan coming out next year. Two OER committees and the library are all strong partners in this effort.

Cheryl leads the Save 100K project; focused on saving students money so they can concentrate on success. Started with a zero text cost math course and expanded to several disciplines and all 4 campuses in greater Cleveland are now participating.

Jake works on the Rural Information Technology Alliance (RITA) grant, shared by a four-college Texas consortium, building OER-based curriculum for certificates in high-demand information technology areas including networking, mobile apps, and cybersecurity.

Faculty Director, Teaching & Learning Center, Scottsdale Community College.
Lisa is tri-chair of the district-wide Maricopa Millions Project started in fall 2013 with the goal of saving $5 Million for students in five years. In two years, they are over 90% to achieving the goals. Maricopa Millions is now planning for zero-textbook pathways in multiple disciplines.

Open Oregon is a project of the Oregon’s community colleges focused on reducing textbooks costs and open education is gaining momentum as an innovative and long-term solution to the problem. Amy Hofer is the statewide coordinator of these efforts and works with all 17 community colleges in Oregon to help promote these efforts through faculty development and sharing resources centrally.
Lansing Community College held its first OER Summit in fall of 2015. With support from their Provost, Regina Gong and her team organized a statewide event for Michigan community college featuring OER thought leaders from many organizations including CCCOER and also faculty from Lansing Community College. It was an important event to inform and advocate for using open educational resources to reduce costs and expand faculty’s curriculum choices.

Will share how he has engaged students in collaborative writing of an Introduction to Political Science open textbook. His students report that writing assignments take on new meaning when they realize that other people are going to read their work. The Washington State Board for Community and Technical Colleges released a report last month on use of open educational resources based on interviews with 60 faculty in Washington’s community and technical college system which was built upon a previous state-wide survey with 770 faculty. Faculty were queried about (1) how and why they chose to use OER (2) six benefits including student savings (3) six challenges of using OER (4) nine supports from college and statewide stakeholders that could help them to expand their OER use.

A panel of Community College Consortium for Open Educational Resources (CCCOER) members will share how they are adopting OER for degree pathways, certificates, and courses at their colleges. CCCOER was founded in 2007 and now composes over 250 colleges in 21 states and provinces. Members collaborate online regularly at monthly webinars and advisory meetings and in-person at conferences on best practices for OER adoption. This cross-institutional sharing of open educational resources, open practices, open policies, and open research provides a powerful OER advocacy network for community colleges. New members have immediate access to online resources and a community of OER practitioners and experts who can help them launch their projects more efficiently and quickly. Meetups at regional and national conferences provide an opportunity to share and promote successful OER adoption strategies of our members with colleagues in higher education. The Washington State Board for Community and Technical Colleges released a report last month on use of open educational resources based on interviews with 60 faculty in Washington’s community and technical college system which was built upon a previous state-wide survey with 770 faculty. Faculty were queried about (1) how and why they chose to use OER (2) six benefits including student savings (3) six challenges of using OER (4) nine supports from college and statewide stakeholders that could help them to expand their OER use.

This webcast features three librarians who have been leading OER projects on their campuses. Each will provide an overview of the project, discuss the impact achieved for students, and provide practical tips and advice for other campuses exploring OER initiatives.
Marilyn Billings, Scholarly Communication & Special Initiatives Librarian, University of Massachusetts Amherst Libraries. Marilyn coordinates the Open Education Initiative, which has saved students more than $750,000 since 2011 by working with faculty to identify low-cost and free alternatives to expensive textbooks.
Kristi Jensen, Program Development Lead, eLearning Support Initiative, University of Minnesota Libraries. The University of Minnesota has emerged as a national leader through its Open Textbook Library, which is a searchable catalog of more than 100 open textbooks. The Libraries also partnered with other entities on campus for their Digital Course Pack project, which has helped streamline the course pack process and make materials more affordable for students.
Shan Sutton, Associate University Librarian for Research and Scholarly Communication, Oregon State University Libraries. The OSU libraries are partnering with the OSU Press for a pilot program to develop open access textbooks by OSU faculty members. The program issued an RFP in the fall, and recently announced four winning proposals that will be published in 2014-2015.
The Ecology of Sharing: Synthesizing OER ResearchRobert Farrow
Arguably, Open Educational Resources (OER) are starting to enter the mainstream, though some fundamental questions about their value and impact remain to be answered or supported with appropriate evidence. Much early OER activity was driven by ideals and interest in finding new ways to release content, with less direct research and reflection on the process. Furthermore, the majority of OER studies are localised, making extrapolation problematic. At the same time there are considerable practical experiences and ideas that it would be valuable to share. This presentation introduces the 'hub' as metaphor for the kind of networked research that is needed by the OER movement. The Open University's OER Research Hub project (2012-2014) works across eight primary research collaborations augmented with additional fellowships and connections with organisation to collate and synthesize research into OER across a range of sectors and stakeholders (k12, College Entry, Higher Education, Informal). The guiding research hypotheses are grounded in preparatory work in discourse analysis and collective intelligence as part of the OLnet project (which was previously presented at OER12). We then describe the research methodology for OER Research Hub, showing how claims about 'openness' may be validated in different contexts. The argument presented is that through (1) integrating and co-ordinating research methods and (2) developing open data policies it is possible to build an evidence base for the kinds of claims that the OER movement wants to make. Thus, through an 'ecology of sharing' researchers can build and participate in a research network that is greater than the sum of its parts. We will also show how this is working in practice by highlighting some of the activities that are taking place within some collaborations, showing how harmonizing the questions we ask in surveys and interviews across the different collaborations enhances our ability to make both comparative claims which apply in the broadest range of educational contexts.

As the fight for research grants intensifies and the pot of money decreases, librarians need to ensure that the topic of scholarly communication remains on the forefront, regardless of funding. Affording researchers avenues to widely share and publish their work to make it widely available should be a mission both in the library and at the highest levels of the institution. How can libraries make an impact? In this presentation two librarians, a consortia officer and vendor, will discuss how consortia have and continue to play a primary role in advocating for dissemination of information and scholarly communication. Additionally, they will discuss other tools that libraries/researchers can use as a method of collaboration, whether regional or international, and why it is essential for libraries to become part of the solution before they are left out in the cold. California ZTC Degrees Panel: Past, Present, and FutureUna Daly
Online Teaching Conference 2020: Twenty-six California Community Colleges embarked on a journey to create thirty-four Zero Textbook Cost (ZTC) Degrees to dramatically reduce the financial burden of earning an associate degree or career technical education certificate. More than 20,000 students over three years would benefit from this approach to eliminating the barrier of textbook costs. Data collected from participating colleges show that all students in ZTC pathways did better than those in non-ZTC courses, and that traditionally underserved populations did even better.

Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Development has created this catalog of open textbooks to be reviewed by faculty
members. Read full press release
Open textbooks are complete textbooks released under a Creative Commons, or
similar, license.
Instructors can customize open textbooks to fit their course needs by remixing,
editing, and adding their own content. Students can access free digital versions or
purchase low-cost print copies of open textbooks.

I will introduce them shortly, but first I want to go over a few details about this [Elluminate/CCC Confer] session for those who are new to [Elluminate/CCC Confer].DetailsAt the upper left of your screen, you should see the Participants window, which lists the participants in this session. You can use the icons underneath this window to:Raise your hand if you have a question or comment and you wish to speakThere are also happy and sad faces and an applaud icon Below the Participants window is the Chat window to the center-left of this screen where you can type a question or comment into the box at any time. You can also send a private message to another participant at any time, but please be aware that moderators can see all private messages.Below the chat area is the Audio window in the bottom left of the screen. Click on the raised your hand button to let us know you would like to speak. You can use a head set or your phone for audio chat. If you are using a microphone and have been recognized to speak, Click the button with the microphone on it and begin speaking. Remember to click the button again when you finish speaking so that someone else can have a turn. You can control your mic and volume levels with the sliders. And if you are having trouble with your headset or microphone, you can access the Audio Setup Wizard from the Tools menu on the top toolbar. From Tools, select Audio, and then Audio Setup Wizard, and follow the on-screen instructions.[CCC Confer ONLY] If you are using the telephone to speak, Click on the phone handset below the microphone and audio volume sliders. The call-number and pin will then appear in a dialog box.
