The executive is headed by the Prime Minister and is responsible for implementing laws passed by the legislature. In Nepal, the executive lies at the national level and is headed by the Prime Minister, who is elected by the lower house of parliament. The Prime Minister forms the Council of Ministers and holds executive power, while the President is a ceremonial head of state.
