The European Commission published its annual neighbourhood package on 20 March 2013, which included country reports on developments in 2012 for countries bordering the EU, including the Republic of Moldova. The EU-Moldova political dialogue continued to deepen in 2012 and negotiations of an EU-Moldova Association Agreement made significant progress. However, in early 2013 tensions within Moldova's ruling coalition led to the downfall of the government, calling political stability into question. The report recommends that Moldova continue reforms in justice, law enforcement, fighting corruption, and improving the business environment.
International experts and stakeholders from Moldova reviewed a draft paper on Open Government and Open Data in Moldova. The paper is open for public review and comment until July 2012. Moldova launched an Open Data portal in 2011 and has since released over 300 datasets to increase transparency. The paper documents Moldova's initiatives in Open Government and Open Data and proposes a roadmap for sustaining these efforts long-term.
Public Governance Review of the Slovak Republic - HighlightsOECD Governance
The review is assisting the Slovak Government in pursuing its comprehensive public administration reform programme by providing an in-depth diagnosis of the current situation and the main challenges the Slovak Republic is facing in strengthening horizontal co-ordination, building analytical capacities and improving its civil service. At the same time, the review is also providing us with a set of recommendations to address these challenges and illustrative examples of
good practice from other OECD countries. We would be happy to continue our co-operation with the OECD in implementing these recommendations.

The 2018 Annual Report of Ukraine's Ministry of Finance Reform Support Team describes progress made on public administration reforms. Key accomplishments include:
1) Establishing a project management framework and launching 4 pilot projects using this approach within the Ministry of Finance.
2) Supporting the setup of the EU4PFM program, including recommending a quality management system to align processes with strategic goals.
3) Improving internal communications and cooperation through a new communication framework for the Ministry of Finance.
The project aimed to improve the rule of law in Moldova through strengthening civil society oversight of the justice system. Key accomplishments included advocating for laws improving the environment for civil society organizations, increasing transparency of the judicial governing body, and monitoring implementation of European Court of Human Rights cases. Training was also provided to legal professionals on human rights standards. Overall the project enhanced civil society participation in governance and protected judicial independence.

The First Children's Embassy in the World (FCEW) Megjashi has prepared this Strategic Plan for the period between 2016-2020, through a participatory process of consultation and planning in the beginning of 2016. The inclusion of representatives of executive, managerial and supervisory bodies of the organization contributed to establishing shared expectations and goals.
Megjashi's Strategic Plan for 2016-2020 is the third document of this type. Experiences from previous cycles of strategic planning, and achievements in the implementation of previous strategic plans were the starting point for determining the strengths and weaknesses of the organization. The analysis of the environment pinpoints opportunities and threats for the organization in the current period.
In the framework of the strategic planning, Megjashi revises the statements in regards to the vision and mission of the organization, which, with certain clarifications and technical improvements (without substantial changes) clearly define the role of the organization in accordance with the changes in the environment and dynamic needs of the target group. The representatives of the Management Board, Supervisory Board and employees in Megjashi planned the main elements of the strategy as part of a three-day workshop in March 2016.
The development process and formulation of the Strategic Plan 2016-2020 was conducted by an external facilitator and was funded by Civica Mobilitas program of the Macedonian Center for International Cooperation.

This shift affects not only the way citizens view and interact with businesses; it has also raised expectations in their interactions with government.
People are demanding transparency, accountability, access to information and competent service delivery from their governments. They also expect policies and services to be tailored to their needs and address their concern
The Macedonian Center for International Cooperation (MCIC) annual report summarizes their activities in 2019. Key activities included strengthening civil society through their Civica Mobilitas program which supports CSOs and celebrated its 10th anniversary. The National Civil Society Resource Centre provided training to 155 CSO representatives. MCIC also worked on issues of good governance, anti-corruption, and sustainable funding for CSOs. Their Regional Anticorruption Network implemented the first round of a Corruption Monitoring System and advocated for policy changes in the region.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

It is my pleasure to be present here today for the launch of this important exercise and I
would also like to welcome the presence of Prime Minister Streleţ, Ms Karen Hill from
OECD, the representatives of public institutions in Moldova, as well as the development
partners present at this event;
SIGMA programme is a joint initiative between OECD and the European Union with
more than 25 years of track record in the field of promoting better public governance in
the Accession countries. Since 2008, SIGMA started working with Neighbourhood
countries, including Moldova.
Today, we are kicking off here, the first SIGMA Baseline Study done in a
Neighbourhood country and it will establish comparative benchmarks with the
Accession countries. Moldova could look beyond the Eastern Partnership area and to
see how close or how far it is in comparison countries which are further in the
approximation process to the European Union.
The SIGMA baseline assessment will help us to understand the strengths and
weaknesses of the Public Administration. SIGMA assessment is evidence-based;
therefore, the colleagues from OECD will need to compile a lot of information from
different Moldovan institutions. The cooperation will be crucial and that is the reason
why I am very happy to see Prime Minister and some of the key ministers present in this
room.
Some of you will ask why we are putting so much emphasis in Public Administration
and its Reform process. The answer is simple: Public Administration is the backbone

of the state; a functioning Public Administration is able to tackle corruption, is the
gatekeeper of the rule of law and ensures a fair and transparent use of the taxpayer's
money.
SIGMA colleagues will verify not only the laws but also the way the administration is
effectively functioning, regarding how the policy development works, how the human
resources are managed, whether the mechanisms for ensuring accountability of the
administration are working, how accessible and citizen-oriented are the public services
or how the taxpayers money are used and whether the financial controls are effectively
working.
A strategic framework encompassing reforms in the Public Administration is missing
since 2013. The recent creation of the PAR Commission led by Prime Minister is a
good starting but a good quality national strategy is needed in order to set up the vision
of how your Administration shall be in the future.
The EU Assistance to Moldova is focused on three main sectors of intervention for
2014-2017 and Public Administration is one of them. Just days ago, Brussels approved
a package of EUR 15 Million for PAR that will provide with Technical Assistance in
different relevant areas. The programme will start working in the second half of 2016
and it will incorporate the findings of SIGMA Assessment.
Once again, we would like to encourage the Moldovan public institutions involved in
this process to a fruitful cooperation with the SIGMA team of experts and to the
Government of Moldova to promote Public Administration Reform for a more fair and
transparent governance in the country.
