Local political leaders have been crucial in efforts to move communities toward a solutions-focused homelessness system. In doing so, they have convinced other local opinion leaders to make ending homelessness a top priority. Speakers will facilitate a robust discussion around why it’s important to get political leaders involved in the fight to end homelessness locally, how to do so, and the benefits for the community.5.10 Using Medicaid for Housing (Hurwitz)
Medicaid is a government health insurance program that can be used to offer services in supportive housing programs. Under the new Health Care Reform law, virtually all homeless people will be eligible, and can benefit from configuring supportive housing services to take advantage of Medicaid reimbursement. Consideration will be given to the administrative and data burdens inherited when a housing provider becomes eligible for reimbursement from Medicaid/medical assistance, as well as the benefits of delivering a flexible array of supports to maintain persons in their homes.

Informal carers new tools, new resources
Informal carers play a crucial role in supporting the formal care system but are under increasing stress. New digital tools are emerging that give carers a voice and connect the informal "community of solidarity" that supports individuals. These tools have the potential to expand and empower the informal care workforce, improving coordination between formal care services and informal support networks. However, harnessing this potential raises challenges, as the informal care economy is difficult to control or direct through traditional policy approaches. An experimental approach that encourages learning from emerging models may be needed.
BANPH CB
The Bay Area Network for Positive Health (BANPH) works with 12 organizations in the Oakland/San Francisco area to link HIV-positive individuals to medical care and help them stay in care. Through outreach workers and linkage specialists, BANPH has engaged over 600 individuals and linked over 400 to care. BANPH found that many HIV-positive people face barriers like homelessness, addiction, mental illness or lack of transportation that prevent them from accessing care, so they recommend being flexible and developing trust with individuals before pressuring them to engage with care. Building relationships with an individual's social network can also help support ongoing care.

Value of volunteering july 2010
Volunteering provides value to individuals, organizations, and society. It encourages community involvement and social connectedness. Three-quarters of British people volunteer their time, most commonly to help people and improve their community. While time constraints and bureaucracy deter some, many find volunteering provides balance and joy in their lives. It has been shown to improve health, lower crime rates, and raise education levels in areas with high levels of informal volunteering. Volunteering contributes greatly to both local economies and quality of life.

Avenues for Homeless Youth
Avenues for Homeless Youth operates four programs in the Twin Cities that provide shelter and transitional housing for over 200 homeless youth per year. The programs include a shelter in North Minneapolis, as well as GLBT, suburban, and Minneapolis host home programs. Host homes provide a safe, stable transitional housing option at 50% lower cost than congregate housing. They aim to build long-term supportive relationships critical for youth success. The host home model places homeless youth with volunteer community members who are trained and supported by program managers.
