The key challenges are finding the right policymakers to target, formulating issues clearly, finding consensus among organizations and volunteers, and developing an effective strategy. Successful strategies include twisting an issue to gain attention, cooperation across groups, countering lobbying efforts, building a strong case file, and networking and lobbying at different policy levels.
