1. Background of the study 
 Africa Water Vision 2025 (2000) 
 “An Africa where there is an equitable and sustainable use and 
management of water resources for poverty alleviation, socioeconomic 
development, regional cooperation, and the environment”. 
 Framework of Action organized under 4 categories of measures: (i) 
Strengthening governance of water resources, (ii) Improving water 
wisdom, (iii) Meeting urgent water needs, (iv) Strengthening the 
investment base for the desired water future 
 AMCOW (2002) 
 Mission: To provide political leadership, policy direction, and advocacy 
for the protection, management, and wise utilization of all Africa’s 
water resources for sustainable social, economic, and environmental 
development. 
 Workplan 2014-2016: 7 main themes out of which 4 have strong or 
direct linkages with the study: (i) Managing WR, (ii) Governance & 
management, (iii) Financing, (iv) Education, Knowledge & Capacity 
development
1. Background of the study (cont’d) 
 ANBO (2002) 
 Objective: To enhance transboundary water resources management 
(TWRM) in Africa through the promotion of IWRM at the level of 
river/lake/aquifer basins 
 2007: Statutes revized with a revitalized mandate; ANBO is designated 
as a sub-committee of AMCOW in matters relating to TWRM 
 SITWA Project (2012) 
 Overall objective: To strengthen regional cooperation at the political, 
economic and stakeholder level for sustainable management of TWR 
 Specific objectives: 
i. To support the development of lake/river basin organizations as 
catalysts for policy & institutional development, knowledge & 
information management & capacity development on TWMD. 
ii.To provide technical assistance to the L/RBOs (through the RECs & 
their member states) to develop IWRM Strategies and Plans in the 
river basins where they are not yet developed, & to implement plans 
where they exist.

What is an IRBM plan? 
 A plan for management & development of WR in the basin 
 Aim at hydrological, ecologic, economic, & social integration in the 
context of river basin realities 
 Basin plan provides the basis of the L/RBO annual work plan 
Water management objective through the plan: 
 Synthesize technical & social priorities for the basin & act as a basis 
for action & accountability to stakeholders 
 Take into account impacts of other sectors on the WR & 
consequences of WM decisions on other economic sectors 
Basin planning: 
 Management of WR is about competing & conflicting interests/ 
viewpoints 
 Basin planning promotes dialogue, negotiation, & participation 
mechanisms, resulting in transparent decision making

6. Key messages & Recommendations for ANBO 
1. Link IWRM planning to other regional initiatives or processes of integrated approach 
in transboundary water management. 
2. Work with stakeholders to adapt IWRM principles to on-the-ground & institutional 
realities; Embed learning strategies in actions to capture evidence on what works for 
scaling up. 
3. In the final design of the 5-year program regarding IWRM planning for the L/RBOs, 
ANBO, AMCOW, RECs & L/RBOs should consult so as to avoid overlap & to be 
effective. 
4. Not all L/RBOs or RECs require the same support from ANBO. Therefore there is a 
need to set criteria and modalities to get ANBO support which will depend on the 
mandate; The demand-driven approach may apply. 
5. Need to consolidate the 3 action programs (IWRM planning, Infrastructure 
development, Adaptation to climate change), as they may overlap to some extend & 
to fully realize optimization. 
6. Set up a flexible & operational implementation framework of the 5-year program, & 
involve the very key partners of ANBO & L/RBOs.

Background of the study  Africa Water Vision 2025 (2000)  “An Africa where there is an equitable and sustainable use and management of water resources for poverty alleviation, socioeconomic development, regional cooperation, and the environment”.  Framework of Action organized under 4 categories of measures: (i) Strengthening governance of water resources, (ii) Improving water wisdom, (iii) Meeting urgent water needs, (iv) Strengthening the investment base for the desired water future  AMCOW (2002)  Mission: To provide political leadership, policy direction, and advocacy for the protection, management, and wise utilization of all Africa’s water resources for sustainable social, economic, and environmental development.  Workplan 2014-2016: 7 main themes out of which 4 have strong or direct linkages with the study: (i) Managing WR, (ii) Governance & management, (iii) Financing, (iv) Education, Knowledge & Capacity development

Background of the study (cont’d)  ANBO (2002)  Objective: To enhance transboundary water resources management (TWRM) in Africa through the promotion of IWRM at the level of river/lake/aquifer basins  2007: Statutes revized with a revitalized mandate; ANBO is designated as a sub-committee of AMCOW in matters relating to TWRM  SITWA Project (2012)  Overall objective: To strengthen regional cooperation at the political, economic and stakeholder level for sustainable management of TWR  Specific objectives: i. To support the development of lake/river basin organizations as catalysts for policy & institutional development, knowledge & information management & capacity development on TWMD. ii.To provide technical assistance to the L/RBOs (through the RECs & their member states) to develop IWRM Strategies and Plans in the river basins where they are not yet developed, & to implement plans where they exist.

Objectives of the study Expected major outputs: Purpose: Overall goal: To contribute to the preparation of a long term ANBO program focusing on the current situation and needs of L/RBOs regarding the IWRM planning in the African L/RBOs Identification of gaps for which ANBO could provide useful services Assessment of the needs of L/RBOs for improving or completing the existing IWRM planning frameworks Identification of priority support services/actions which could be provided by ANBO in the scope of its mandate Proposal of an action plan of 5 years (2015-2019) for ANBO based on the identified gaps/needs To identify priority actions and present a 5-year detailed program, within ANBO’s mandate and SITWA’s objectives

Objectives of the study (Cont’d) What is an IRBM plan?  A plan for management & development of WR in the basin  Aim at hydrological, ecologic, economic, & social integration in the context of river basin realities  Basin plan provides the basis of the L/RBO annual work plan Water management objective through the plan:  Synthesize technical & social priorities for the basin & act as a basis for action & accountability to stakeholders  Take into account impacts of other sectors on the WR & consequences of WM decisions on other economic sectors Basin planning:  Management of WR is about competing & conflicting interests/ viewpoints  Basin planning promotes dialogue, negotiation, & participation mechanisms, resulting in transparent decision making

Key findings MAJOR GAPS MAIN NEEDS A- Preparation of IWRM planning Lack of strong cooperation, holistic vision & strategic planning Encourage full involvment of all countries & strengthen political awareness for transboundary cooperation: • Development of a long term vision • Development of a strategy for joint management of shared WR • Increasing political awareness of “inaction costs” & strengthening capacity Lack of coordination between basin-wide IWRM planning frameworks & regional or sectoral planning processes Develop cooperation, partnerships & synergies between L/RBOs & regional institutions (i.e. RECs): • Development & strengthening regional policies & institutional frameworks • Strengthening institutional coordination in the region & at country level Key issues of transboundary cooperation not adequately addressed for problem solving Develop strategies & joint activities in integrated & coordinated manner with regional bodies: • Strengthening existing L/RBOs & promoting new ones • Development of water governance capacity & instruments

Key findings (Cont’d) MAJOR GAPS MAIN NEEDS B- Development of IWRM plans (Cont’d) Inadequate or lack of capacity at all levels, thus impairing IWRM planning Capacity building, raising awareness & ownership: • Including capacity development needs in IRBM plans • Training of national & L/RBOs officers on key issues of transboundary challenges & joint IWRM planning • Informing on existing legal instruments to enhance the understanding of transboundary legal setting • Promoting decision-making supporting tools & strengthening capacity to maximize benefits of cooperation • Building technical capacity on economic optimization, budgeting & planning • Development of broad knowledge, specifically on integration of groundwater management, infrastructural development & Climate Change adaptation measures into the IRBM planning • Development of public information program & promoting tools to raise awareness & trust among a broad range of stakeholders

  • 17. 6. Key messages & Recommendations for ANBO 1. Link IWRM planning to other regional initiatives or processes of integrated approach in transboundary water management. 2. Work with stakeholders to adapt IWRM principles to on-the-ground & institutional realities; Embed learning strategies in actions to capture evidence on what works for scaling up. 3. In the final design of the 5-year program regarding IWRM planning for the L/RBOs, ANBO, AMCOW, RECs & L/RBOs should consult so as to avoid overlap & to be effective. 4. Not all L/RBOs or RECs require the same support from ANBO. Therefore there is a need to set criteria and modalities to get ANBO support which will depend on the mandate; The demand-driven approach may apply. 5. Need to consolidate the 3 action programs (IWRM planning, Infrastructure development, Adaptation to climate change), as they may overlap to some extend & to fully realize optimization. 6. Set up a flexible & operational implementation framework of the 5-year program, & involve the very key partners of ANBO & L/RBOs.
