SUBJECT: Notice of Intent to improve the interior and exterior of the existing commercial
use building on the property located at 4821 Broadway St, also known as HEB
Central Market.
DATE: March 18, 2024
SUMMARY
The applicant is seeking to improve the interior and exterior of the existing building while
maintaining its current use.
BACKGROUND INFORMATION
The site is located on the west side of Broadway St, south of Patterson Ave.
A Notice of Intent (NOI) for Phase 1 of improvements was presented to Council on September
11, 2023. The improvements included add a dedicated produce truck dock on the upper level
south of the curbside building and repair the existing parking deck in order to improve lot flow
and operational efficiency of the produce receiving process. Included in the improvements are
new sidewalks and pedestrian paths, restriping of the upper and lower level parking, and
reconfiguration of the curbside receiving area.
The current NOI is for Phase 2 improvements to the interior and exterior are proposed following
the project’s initial phase. Interior improvements include the breakroom, administrative spaces,
and work areas for store partners.

2. POLICY ANALYSIS
The property is currently zoned Business District (B-1). No variances are anticipated with the
project.
Board consideration is tentatively scheduled as follows:
o NOI – March 18, 2024
o ARB (Preliminary Review) – April 16, 2024
o ARB (Final Review) – TBD
o Council Review (ARB Recommendations) – TBD
Plan Review of proposed improvements will be required to ensure technical and administrative
compliance with current building and zoning code regulations.

No projected fiscal impact from this project has been calculated.
