SUBJECT: Budget Amendment for General Fund Operating Budget Fiscal Year 2021-22

SUMMARY
An Ordinance amending the Adopted General Fund Operating Budget Fiscal Year 2021-22 for
the General Fund Transfer Out to the Capital Projects Fund, Comprehensive Fund and Street
Maintenance Fund for a total up to $850,850.
BACKGROUND INFORMATION
The Alamo Heights voters approved the issuance of G.O. Bonds for $13.250 million in
November 2020 to pay for the storm water portion of the Austin Highway/Lower Broadway
Improvement Project. This project was coordinated over several years with other entities
including TxDOT, SARA, Alamo Area Metropolitan Planning Organization, Bexar County and
City of San Antonio. The project will be managed by TxDOT and includes standard engineering.
While the project is being planned and designed, there is an opportunity for the city to make
engineering and design improvements before TxDOT completes the project design. City staff
and Council are working with a city contracted engineer and architect to develop improved
engineering and design for the Austin Highway/Lower Broadway improvement project. The
transfer will allow the city to complete improved engineering and design with cost estimates to
be included in the final TxDOT project scope. A transfer amount of $390,000 is for Austin
Hwy/Lower Broadway improvement project.
This year the City is celebrating its centennial and several city events have been scheduled and
are budgeted in the Comprehensive Fund. The transfer to the Comprehensive Fund will be
$85,850 to pay for the centennial events. A transfer will be made to the Street Maintenance Fund
of $150,000 for street maintenance.
POLICY ANALYSIS
The General Fund is financially sound and this budget amendment will fund the costs of
engineering and design improvements for the Austin Highway/Lower Broadway Project, the
City’s centennial events and the annual street maintenance program.

AN ORDINANCE AMENDING THE ADOPTED GENERAL FUND
OPERATING BUDGET FISCAL YEAR 2021-22 FOR THE TRANSFERS
FOR A TOTAL OF $850,850
WHEREAS, the City of Alamo Heights adopted the General Fund Operating Budget for
Fiscal Year 2021-2022 by Ordinance No. 2176; and
WHEREAS, the City of Alamo Heights is projecting a positive year end fund balance in
the General Fund and wishes to commit those funds before the end of Fiscal Year 2021-2022; and
WHEREAS, City Staff recommends using some of the positive fund balance for a transfer
to the Capital Projects Fund, Comprehensive Fund and Street Maintenance Fund in the current
Fiscal Year 2021-22 for a total amount of up to $850,850; and
WHEREAS, this budget amendment will provide funding for the Austin Highway/Lower
Broadway Improvement Project; Centennial Events and Street Maintenance Fund and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ALAMO HEIGHTS, TEXAS that the adopted operating budget for Fiscal Year 2021-2022
is amended to include a transfer to the Capital Projects Fund for $390,000, Comprehensive Fund
for $310,850 and Street Maintenance Fund for $150,000. The current budget adopted by Ordinance
No. 2176 is amended to reflect this budget amendment.
