CITY OF ALAMO HEIGHTS COMMUNITY DEVELOPMENT SERVICES DEPARTMENT CITY COUNCIL AGENDA MEMORANDUM TO: Mayor and City Council Members FROM: Lety Hernandez, Director of Community Development Services SUBJECT: Case No. 902F – 103 E Elmview Pl Request of Cipriano Espino, owner, for the compatibility review of the proposed design located at 103 E Elmview Pl in order to construct a new single-family residence with attached garage under Demolition Review Ordinance No. 1860 (April 12, 2010). DATE: October 09, 2023 BACKGROUND INFORMATION The property is zoned SF-A (Single Family District A) and is located on the north side of E Elmview Pl at the Broadway intersection. The ARB conducted the significance review and demolition was approved by City Council previously (2021).

The Architectural Review Board completed the compatibility review at their September 19, 2023 meeting and voted unanimously to recommend approval of the proposed design as compatible with suggestion to review fenestration of similar types of windows for all proposed elevations. This project has not completed the plan review process and any revisions and/or variances, if applicable, would need to be addressed prior to approval of a building permit. FISCAL IMPACT No projected fiscal impact from this project has been calculated. Normally I think the city not involving in landscaping or fence at this stage would be understandable, but this is at an intersection where northbound traffic on Broadway is currently obstructed when exiting the alley. Despite numerous requests to cut the shrubs back to the required 30", they have not been cut down. If they plan to put a cinderblock fence like Ms Cruz did across the street that would be bad for exiting the alley. While the city may not require it, I think the city should ask and require something in the matter of public safety. I also want to know what they plan to do along my property line since the hackberry and huisache is knocking my fence over in places. This is a concern for a lot of people on my block as well as people across the alley. There are a lot of homes in the 100 block of E Edgewood as well as my block that have alley access that are beyond the 200 foot notice requirement. The residents of E Edgewood are potentially unaware of this project. I do wish they used elevations with more wood type siding (such as hardi plank) but my concern is with fence and landscaping blocking the view of traffic northbound on Broadway. I would vote in support of the project subject to the applicant submitting a plan for fencing and landscaping along the property lines. Guy Hamilton Attachment B

I will say that if I were to live at that house, I would hope for a way to block out the traffic noise. However, if they receive approval to build a tall fence on the Broadway side, it should be required that they construct it close enough into the property line so as not to become an impediment for drivers’ sight lines for oncoming traffic.
