ATTAINING HIV EPIDEMIC CONTROL BY STOPPING HIV TRANSIMISSION TO WOMEN
AND YOUG GIRL
In Rwanda, HIV prevalence has dropped to less than 3% since mid 1990s. The country has made
considerable development in regard to its commitments to reduce the incidence of HIV in the general
population, decrease morbidity and mortality among PLHIV , and the provision of equal health care
services to both people infected and affected by HIV and those who are not.
However, reports are still highlighting that many young people, especially girls, remain at risk of
contracting the virus (Unicef.org.2016), and that there is a considerable gender inequity in term of
HIV prevention and treatment.
For the purpose of this paper, we will suggest a program that aim at reducing the health disparities that
disadvantage the young girls and women and expose them to contracting HIV disease.
We believe that community involvement and engagement are the first key steps when it comes to
addressing public health issues in the community. As Haber stated it, it is a way to build greater
knowledge of local issues and increase consensus around interventions (Haber, 2011).
To design this project we will follow the steps recommended steps in the community guide toolkit for
developing an intervention and for developing strategic and action plan.

All the time, people are heard protesting about Free Speech , and The First Amendment . What rights
are really protected under the First Amendment according to our Constitution? The answer may be
shocking. In the United States of America, the concept of free speech is widely called upon to
reinforce the legality of offensive spoken words or actions. In reality, not all speech is protected under
the First Amendment. Sure, everyone is entitled to their own opinions, but where is the line between
what opinions are acceptable to be spoken of in public, and what is inappropriate or too offensive. The
true answer lies in the definition of the word public. While government run agencies such as public
universities have little they can do about what students say, private colleges have virtually no
requirements by law. Public universities have very little say in what students are allowed to say or do
so long as their speech and actions are reasonable. Reasonable is defined as, for the duration of this
essay, that they are not directly threatening to any person or group, they refrain from using fighting
words , and they do not take part in slander or libel. Any restriction of reasonable free speech by a
public university is unconstitutional. While public universities have requirements put upon them to
allow most free speech, private colleges have no such rules. The only requirements for any private
college to allow free speech are those put upon themselves by contract, or in few cases, put upon them
by their state. Private colleges are private so that they may choose which morals and ideals they put
forward and deem important. Although most private universities are not required to allow complete
freedom of speech on their campuses, many add an assurance of free speech or some variant of free
speech in their handbook. Free Speech Zones have become a popular solution to the ever growing
problem of the combination of protesters and easily offended people across the United States. These

Aside from individual resistance, organizations as a whole also resist changes. Some organizations are
so designed that they resist new ideas. The major reasons for this type of resistance are : threat to
power; upper management considers change a threat to their power, authority and position. They fear
that new policies imposed for instance by the government, may result in them losing their status. Also
implementations such as participative decision making and self managed work teams affect their
purpose.
Additionally, companies resist change in their organizational structure. Especially bureaucratic
structures where jobs are narrowly defined and flow of information is stressed to from top to bottom.
This is usually because change in one part of these structures cant happen without causing disruption
in all levels.
Other popular reasons to resist change are resource constraints and sunk costs. If employees do accept
change, organizations must have the resources to accommodate the new changes. For example if
training agents are hired, the company needs to have sufficient financial resources to pay them and
also pay their employees. If they are not equipped with enough resources, they will resist change.
Also, it creates a problem for top management because a lot of capital would have already been
invested in fixed assets and training for employees for their current jobs.

I hope everyone has been paying attention to the recent boost in emphasis on education in North
Dakota, because in it may exist the ability to help foster interest in our apprenticeships, and ultimately
an increased interest in hiring our employers. Both of those, certainly are big positives. Fueled by a
large, bipartisan Congressional effort, the US Department of Labor awarded a $200,000
apprenticeship grant to North Dakota Job Service in early June. Following that award over the
summer, the North Dakota Department of Commerce hosted a series of apprenticeship accelerator
meetings around the state, in an effort to increase the amount of registered apprenticeships. In
cooperation with the Dept. of Labor, representatives of the ND Department of Commerce and ND Job
Service distributed specific instructions and maintain an open link on their websites, in an effort to
help private employers develop their own apprenticeship programs. While it would certainly be a good
thing if the general public became aware, and hopefully accepting, of the benefits that apprenticeships
