IT Outsourcing In Bangladesh
 Introduction :
 Outsourcing has seen a great deal of press throughout the years. Some hope to
outsourcing as the friend in need of their organization, while others see outsourcing as
an underhanded, work murdering administration strategy. Before you begin to assess if
an outsourcing methodology is ideal for your organization. Outsourcing as a business
system is talked about in connection to library hones.
 Background of it outsourcing:
 Since the Industrial Revolution, organizations have thought about how they can abuse
their upper hand to expand their business sectors and their benefits. The model for the
vast majority of the twentieth century was a substantial coordinated organization that
can "claim, oversee, and straightforwardly control" its benefits. . In the 1960s, the
mobilizing cry was expansion to widen corporate bases and exploit economies of scale.
Outsourcing was not formally recognized as a business technique until 1989 (Mullin,
1996). Nonetheless, most associations were not absolutely independent; they
outsourced those capacities for which they had no competency inside.
 Current Situation Analysis, IT as a percentage of global
export-imports etc.
As you probably are aware, Outsourcing is a regularly developing industry. An article
distributed by Deloitte, states that 31% of IT administrations have been outsourced in
2017 and will keep on growing in future. Same is it with human services area and back
part. They have seen development of 36% and 30% individually. The premise of
outsourcing business is to quicken the peace of one’s business and increment its
proficiency.

to fill their companies with many creative ideas and activities.
 Bangladesh has placed itself within the top 30 outsourcing destinations and is soon to
be expected as one of the most fast emerging major global outsourcing destinations.
 Outsourcing Advantages In Bangladesh :
 The freelancers in Bangladesh can offer quality services at a cheaper rate than other
countries.
 Bangladesh has a young, educated and enthusiastic workforce that is willing for more
economic opportunities.
 Easy deals are possible to be made here in Bangladesh because of it’s proficiency.
 Many learning opportunities for newbies as it is one of the most expert Outsourcing
country.
 Opportunities for building up technological skills for further business.
 There are a lots of chance for intellectual challenges and Bangladesh has a nice
payload of huge income via IT Outsourcing in a short time for experts as well.
 Increased Focus on Core Business :
There are certain ways to increase flexibility in IT Outsourcing. Some of those are given
below :
 Clarity concerning company goals and objectives.
 A strategic version and plan.
 Vendor selection.
 Relationship management.
 Properly structured subcontract and vendor agreements.
 Open communication with affects stakeholders.
 Senior leadership support and involvement.
 Careful attention to personnel issues.

 Government’s steps for enhancing outsourcing in
Bangladesh :
 On 25th January 2014, the Executive Committee of the National Economic Council
(ECNEC) has approved 180 crore BDT on outsourcing training in Bangladesh. The
training project is knows as ‘Learning and Earning Program.’ This project was to create
employment for the young unemployed educated people at the Upazilla and Union
levels.
 In 2013 Bangladesh has earned 20 million US dollars from the outsourcing sector. It has
been expected that the amount would be at least double in 2014. Under Government’s
first phase ‘Learning and Earning Program’ 15,000 freelancers have already been
developed. They have started to contribute to earning along with freelancers working
at an individual level.
 To create 55,000 freelancers at the root-level, the Government has taken steps to
launch second phase ‘Learning and Earning Program’ at Upazillas in 2014.
 Plans and prospects of outsourcing in Bangladesh :
 The development in IT sector in Bangladesh has been in the last five years. The
number internet users has increased from 13 lakhs to 4 crores 80 lakhs. In future, this
figure will continue to grow, which will help to grow the outsourcing business.
 For the first time, Bangladesh IT services have been included in AT Kearney’s report
GSLI (Global Services Location Index). It will attract foreign investors to invest in IT
sector of Bangladesh. This will also enhance outsourcing industry and develop more
freelancers in Bangladesh. Bangladesh is presently securing the 26th position. BASIS will
work to bring Bangladesh within the top 10 countries.
 Government’s plan is to develop entrepreneurs from the freelancers. Then promote
these entrepreneurs as Business Process Outsourcing (BPO) professionals who woul
make the contribution to earn foreign currency.
 Difficulties :
Though there are many advantages in freelancing, there are also some problems we have
to face when doing jobs via internet in Bangladesh. Some of these are :
1. Low infrastructural development.
2. Slower internet speed.
3. Limitation of innovation.
4. Growth rate is consistent but very slow.
5. Poor networking system.
Some of these are posing as a threat in freelancing business in Bangladesh. In order to
enter a more frequent connection with business through IT Outsourcing we need to
terminate these problems first and then look forward for more success.
 Conclusion :
Opinion: There was a time when people of Bangladesh
could not think about Outsourcing. But now the change has
come. Humans are bent towards outsourcing day.
Prediction: If the trend of change continues, it is not too
far on the day that Bangladesh will influence the
outsourcing market
Suggestion: The public private sector will have to increase
further. The emphasis is on building skilled manpower.

  • 6.  Increased Focus on Core Business : There are certain ways to increase flexibility in IT Outsourcing.   • 7.  Government’s steps for enhancing outsourcing in Bangladesh :  On 25th January 2014, the Executive Committee of the National Economic Council (ECNEC) has approved 180 crore BDT on outsourcing training in Bangladesh. The training project is knows as ‘Learning and Earning Program.’ This project was to create employment for the young unemployed educated people at the Upazilla and Union levels.  In 2013 Bangladesh has earned 20 million US dollars from the outsourcing sector. It has been expected that the amount would be at least double in 2014. Under Government’s first phase ‘Learning and Earning Program’ 15,000 freelancers have already been developed. They have started to contribute to earning along with freelancers working at an individual level.  To create 55,000 freelancers at the root-level, the Government has taken steps to launch second phase ‘Learning and Earning Program’ at Upazillas in 2014.
  • 8.  Plans and prospects of outsourcing in Bangladesh :  The development in IT sector in Bangladesh has been in the last five years. The number internet users has increased from 13 lakhs to 4 crores 80 lakhs. In future, this figure will continue to grow, which will help to grow the outsourcing business.  For the first time, Bangladesh IT services have been included in AT Kearney’s report GSLI (Global Services Location Index). It will attract foreign investors to invest in IT sector of Bangladesh. This will also enhance outsourcing industry and develop more freelancers in Bangladesh. Bangladesh is presently securing the 26th position. BASIS will work to bring Bangladesh within the top 10 countries.  Government’s plan is to develop entrepreneurs from the freelancers. Then promote these entrepreneurs as Business Process Outsourcing (BPO) professionals who woul make the contribution to earn foreign currency.
  • 9.  Difficulties : Though there are many advantages in freelancing, there are also some problems we have to face when doing jobs via internet in Bangladesh. Some of these are : 1. Low infrastructural development. 2. Slower internet speed. 3. Limitation of innovation. 4. Growth rate is consistent but very slow. 5. Poor networking system. Some of these are posing as a threat in freelancing business in Bangladesh. In order to enter a more frequent connection with business through IT Outsourcing we need to terminate these problems first and then look forward for more success.
  • 10.  Conclusion : Opinion: There was a time when people of Bangladesh could not think about Outsourcing. But now the change has come. Humans are bent towards outsourcing day. Prediction: If the trend of change continues, it is not too far on the day that Bangladesh will influence the outsourcing market Suggestion: The public private sector will have to increase further. The emphasis is on building skilled manpower.
