 End-device transmits and is received by all Gateways in radio range
 Gateways forward message to Network Server (NS)
 NS consolidates all message and creates single payload with received signal quality from each Gateway
 NS forwards message to appropriate Application Server (AS), based on End-device address
 AS decrypts payload data
 Downlink Message
