countries. Western countries were able to control other nations by coercing them into unfair trading

Thailand remaining independent. Only Japan thrived however and became an imperial power. Japan
was an isolated country until the United States forcibly opened it to trade. Japan experienced a regime
change following a tumultuous time in which western nations coerced Japan into trade treaties. The
new government favored capitalism and industry which lead to Japan industrializing impressively fast
through top down government mandated modernization. Western imperialism forced Japan to
modernize in order to remain a sovereign and successful state. Modernization in this case was
synonymous with becoming more like the West. Imperialism drastically changed Japanese economic
interaction as well as Japanese culture and class system because modernization included becoming
more like the West in most aspects but their treatment of women remained the same because the West
did not treat women very differently.

well above average. To compensate, the Handicapper General had placed a radio in his ear to, keep
people like George from taking unfair advantage of their brain. The idea of treating everyone equal,
regardless of physical or mental abilities, as described within the story, is taking satirical shots at
liberal ideas in government. Once the government has made everyone equal, those who stand out

Rwanda is a country located in Central Eastern Africa, with an extensive history of colonization, after
Belgium attained control in 1924. Belgium s rule however also marked the beginning of a lengthy
ethnic rivalry between the Hutu and the Tutsi people. Belgium favored the Tutsi the minority at 14
percent of the population over the Hutu, the majority at 85 percent, simply because the Tutsis were
more resembling of the Europeans. Colonial policy helped to intensify bipolar differentiation between
Tutsi and Hutu, by inscribing ethnic identification on identity cards, by relegating the vast majority of
Hutu to particularly onerous forms of forced cultivation and corvee, and by actively favoring Tutsi in
access to administrative posts, education, and jobs in the modern sector, (Newbury, 12). Belgium s

In 2081, the government has created the position of Handicapper General, whose duty is to add handicaps to those who are above average in any way. While Hazel Bergeron was completely average in mental capacity, her husband, George, was well above average. To compensate, the Handicapper General had placed a radio in his ear to, keep people like George from taking unfair advantage of their brain.
