An increasing number of educational institutions in the UAE offer or plan to start using web-based mode of course delivery. According to Haughey and Anderson (1998), all types of education are affected as technology is used to enhance and deliver courses online. There are several colleges and universities in the UAE that are considering incorporating online education to support the traditional face-to-face classes in addition to offering courses as distance learning. This presentation outlines the purpose and benefits of online instruction while describing the target audience, required technology, resources, staffing, and necessary curriculum development and quality assurance program to support the delivery of education online.

- Ed Tech Workshops proposes developing online courses for VPSS using the Moodle platform to teach the social studies curriculum. Moodle allows for customized content, collaboration, assessment, and student tracking. - The courses would be developed by experienced educators for $7,000 per subject area. Training and technical support is included. Participants need a computer and internet access to complete the online self-paced courses. - The proposal outlines staff qualifications, fiscal costs, technical requirements, instructional design, and how student progress will be monitored and grades recorded in Moodle. Examples of other institutions using Moodle successfully are also provided.

It is recognised that more than ‘literacy’ is needed in today’s HE academic environment in order to take full advantage of the affordances of using ICTs for the full range of teaching and learning, research, and administrative duties and blended modes of provision. In order to address this issue, OUT, in collaboration with Saide’s OER Africa initiative, has conceptualised a course on ‘Digital Fluency’ to be provided as an Open Educational Resource (OER) and made available for OdeL provision.

Bloom's taxonomy was developed in 1956 to classify the complexity of assessments in training courses and has evolved into a system for classifying learning outcomes. It remains relevant today as the basis for designing learning outcomes and is still used by instructional designers, curriculum developers, and online instructors to write learning objectives and measure online discussion quality. In 2007, Andrew Churches updated Bloom's taxonomy to introduce Bloom's Digital Taxonomy, merging Bloom's cognitive levels with 21st century digital skills and ways to incorporate Web 2.0 technologies at each cognitive level. Bloom's taxonomy continues to shape the fields of instructional design and assessment and serves as a common language for education practitioners.

Elgg has seen good usage from both social and academic perspectives, including course discussions, student support communities, and ePortfolios, though increasing academic understanding of its capabilities and external visibility remain issues.

The University of Leeds implemented blogs and wikis to support its learning and teaching strategy of using technology innovatively. Staff requested these tools and were trained on their uses. Blogs and wikis were initially promoted to staff to experiment with and focus uses on teaching and information sharing. Over 1,700 student accounts were later created as part of coursework. Future plans include full institutional support of these tools and integrating additional user-generated content applications once a new learning management system is selected.
