The EPA's Greenhouse Gas Reporting Program collects annual greenhouse gas emissions data from over 8,000 facilities in the top emitting sectors of the US economy. In 2012, total US greenhouse gas emissions reported to the program were 6,526 million metric tons of carbon dioxide equivalents. The primary sources of greenhouse gas emissions in the US are electricity production (32%), transportation (28%), industry (20%), commercial and residential (10%), and agriculture (10%). Greenhouse gas emissions in 2012 were 10% below 2005 levels.

The SNAP program reviews substitutes for refrigeration, air conditioning, foam blowing agents, cleaning solvents, fire suppression, and other industrial sectors.

The Renewable Fuel Standard (RFS) requires increasing volumes of renewable fuels like ethanol to be blended with gasoline, reaching 36 billion gallons in 2022. The RFS was established by Congress in 2005 and expanded in 2007 to provide market stability and access for biofuels. In 2015, ethanol production supported over 357,000 jobs and contributed $43.9 billion to GDP. Ethanol reduces gasoline imports and consumer fuel costs while cutting greenhouse gas emissions and air pollution compared to gasoline. The RFS drives innovation in renewable fuel technologies to expand biofuel production and use.
Calendarization & Normalization in EnergyCAP

The EPA has taken limited action to reduce methane emissions from natural gas distribution pipelines. EPA has a voluntary program called Natural Gas STAR but it has achieved only limited reductions due to financial and policy barriers. EPA needs to work with other agencies, establish emission reduction goals, better track emissions data, and evaluate studies to update its emission factors which are based on outdated data and have high uncertainty. Addressing methane leaks through improved regulation or policies could help reduce climate change impacts.

It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice.
This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.
