This document provides guidelines for proposals on curriculum innovations, income generating projects, special programs, and publications of articles in the Division of Camarines. It encourages supervisors, school heads, teachers and other staff to come up with innovations to improve the learning process. The guidelines define innovation and provide categories for proposals, including educational system/policies, instructional strategies, school initiatives for students, and income generating projects. It outlines the required components of a proposal, such as objectives, activities, budget, and monitoring plan. Proposals on instructional materials or policies require a minimum one-year implementation, while income generating projects require two years including validation. The overall goal is to facilitate improvements to teaching and learning through innovative initiatives.

At many universities, the Blackboard subject site is the primary interface for the student learning experience. If the site is poorly organised, students do not know how to navigate the learning experience, such as when to engage with what content. If assessment criteria are minimally indicated, the quality of submissions suffers. If no tools are used to foster interaction, the learning experience becomes isolating. Conversely, when Bb sites are effectively designed and maintained, the quality of the student learning experience tends to be high. The quality of Bb sites varies across universities and within programs of study. Students who experience a well-designed site in their first semesters come to expect this standard in subsequent semesters.
Bond University thereby undertook a whole-of-university strategic priority project to improve 180 Bb subject sites in 180 days. Associate Deans (Learning & Teaching) in each faculty selected the sites. The initial quality of the sites varied, with many assessed as initially high quality, meaning that improvement meant moving from strength to strength and focusing on elements such as increasing elements of technology enhanced learning. The co-facilitators of this presentation are the academic developers who worked one-on-one with each of the participating academics. Therefore, from their perspectives, the key takeaways for attending delegates will be:
- Identification of challenges and stumbling blocks, as well as success strategies
- Checklists and professional development materials
- Illustration of before and after improvements as exemplars
- Ideas for increasing elements of technology enhanced learning

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

At the aftermath of 3 typhoons in the last quarter of 2020, SDO
Camarines is one among the heavily damaged Division in Bicol Region. To assist
the School Heads and principals to expedite the immediate restoration of
damaged facilities and procure the necessary supplies, the School Governance
and Operations Division (SGOD) spearheaded the conduct of “Oplan Ayuda”. A
mechanism to ensure full utilization of school MOOE for Fiscal Year 2020 as
implemented by Division Memorandum No.256, series 2020.
During the consolidation of proposals, the committee encountered so
much difficulties because many School Heads submitted a proposal where items
are without specifications but necessary in the procurement of goods and
construction materials to ensure that needed items are the once delivered to
schools and end-users.
To address such problem, this proponent, the Education Program
Supervisor in SGOD conceptualized and prepared this innovation for the
consumption of School Heads, Unit Heads of SDO and other procurement staff.
This proponent has prepared a template for proposal, list of items and a
Division Memorandum for adaption in the field.
This innovation: project SGOD WAV- A Simple Guide to an Organized,
Detailed, Well-Accomplished and Valid Proposal aims to address the delay in the
processing and approval of Project/Procurement/Proposal submitted at the
