Consider two virtually identical individuals, employed in the same industry and occupation. One of the individuals works in Region A, while the other works in Region B. Assume that the individual working in Region A earns a higher wage than the individual working in Region B. 1. In March 2019, Zambia, a small open economy, lifted its export ban on maize (corn). Now,
Zambian farmers can export maize freely to the world market. This policy change has received
mixed reaction within Zambia.
1) Analyze this policy change with a graph. Who gains from this policy? Who loses?
2) Suppose that the trade talks between China and US collapse in March, 2019 and China ends
up imposing prohibitive tariffs on maize produced in US. With Chinas significant and increasing
presence in Zambia, it wont be surprising that China may start to import maize from Zambia.
