TITLE II – WORKPLACES
Article 62 – Definitions
1. […] definition of workplace:
All the places intended to host jobs, located within the company or production
unit, as well as every other area of the company or production unit that is
accessible to workers in the context of work;
2. The provisions of this title do not apply to:
a) Means of transport;
b) Temporary or mobile construction sites;
c) Extractive industries;
d) Fishing vessels;
e) Fields, woods and other areas that are part of an agricultural or forestry company.

Article 63 - Health and safety requirements
Workplaces must comply with the indicated requirements referred to in ANNEX IV

BEFORE STARTING
We must clarify that the concept of workplace, defined by the
reference legislation without distinction for the entire national territory
and for all types of risk, includes extremely different work situations,
often tied to the presence of application problems (for example a
factory worker, a public school student or a traffic policeman, are all
considered workers)

SUMMARIZING THE CHARACTERISTICS OF. WORKPLACES
In every workplace it is necessary to evaluate:
- Structural and hygienic conditions;
- Air exchange;
- Lighting (natural and artificial)
- Microclimate (temperature, humidity, air speed)
- Hygiene services (bathrooms, changing rooms, showers)
- Escape and circulation routes in general ("safe area")
- Signs
- Systems and devices
- Risks associated with work contracts (DUVRI)

TRY TO ASK YOURSELF:
What conditions within my workplace
do not guarantee adequate health and safety standards?

The fact is that the perfect workplace does not exist, as
Legislative Decree 81/2008, has as its objective the general
improvement of safety levels.

CLOSED LOCATIONS

Annex IV – Workplaces, point 1.3
The workplace must be:
• Isolated from external agents
• Have efficient air exchange
• Very dry and protected against humidity
• Surfaces (floors, walls, etc.)
easily washable

FLOOR SURFACES
All floor surfaces must be:
• Free from protuberances, cavities or inclined and dangerous planes
• Stable and fixed
• Non-slippery

Adequate air exchange must be provided inside closed workplaces, either natural or
obtained through artificial ventilation systems.

Windows, skylights and ventilation devices must be opened/closed, secured etc. as
well as be easily cleanable and in such a way as not to cause danger

DIFFICULTY IN OPENING THE WINDOW SURFACE

LIGHTING
1.10.1. Unless it is required by the needs of the works and unless it concerns
underground rooms, workplaces must have sufficient natural light. In any case,
all the premises and workplaces mentioned before must be equipped with devices
that allow artificial lighting adequate to safeguard the safety, health and well-being
of workers.

A correct lighting, in addition to increasing worker
productivity, avoiding eye strain, is an important factor in
preventing accidents in the workplace.

WRONG ORIENTATION OF THE WORKSTATION

LIGHTING
The lighting measurement unit is the illumination which is indicated
with the term LUX

LIGHTING
Some examples of indoor lighting requirements (limit values) are reported below:
Activity illuminance (lux):
Photocopy room – 300
Scriptures – 500
Data processing – 500
Technical drawing – 750
…and so on for every type of room,
visual task or activity

1.10.3. Workplaces where workers are particularly exposed to risks in the event of
failure of artificial lighting,must have safety lighting of sufficient intensity.

SUBSIDIARY LIGHTING
Annex IV – Workplaces, point 1.10.7. Subsidiary lighting
1.10.7.1. In factories and other workplaces there must be means of subsidiary
lighting to be used if necessary.
1.10.7.2. These means of lighting must be kept in places that are known to the
staff, kept in constant efficiency and be suited to the conditions and needs of
their use.

MICROCLIMATE IN THE WORKPLACE
«microclimate» is used to indicate all the
physical parameters that characterize working
comfort.
The main physical quantities involved are:
• Air temperature
• Relative humidity
• Air speed
• Thermal resistance of clothing

QUESTION:
What is the ideal temperature for a worker?

TEMPERATURE
1.9.2. Room temperature
1.9.2.1. The temperature in the work rooms must be suitable for the human
organism during working time, taking into account the working methods applied
and the physical efforts imposed on workers.
1.9.2.2. When evaluating the appropriate temperature for workers, the influence that
the degree of humidity and the concomitant air movement can exercise over it
must be taken into account.

environment, workers must be protected against temperatures that are too high or
too low by means of localized technical measures or personal means of
protection.

HYGIENIC HEALTH SERVICES
1.13.1. Water
1.13.1.1. Sufficient water must be made available to
workers in the workplace or in its immediate vicinity,
both for drinking and for washing themselves.
1.13.1.2. Regarding the supply, conservation and
distribution of water, hygiene standards must be
observed to avoid pollution and prevent the spread of
diseases.

HYGIENIC HEALTH SERVICES
TOILETS AND WASHBASINS
Workers must have toilets
and sinks with running water,
adjustable temperature
and means of cleaning and drying.

FOOD STORAGE AND DRINK ADMINISTRATION
Annex IV – Workplaces,1.11.3.2 and 1.11.3.2
• The serving of alcoholic beverages within the company is prohibited
• The administration of small quantities of wine and beer is allowed in the dining
room during meal times

NO SMOKING
Law 16 January 2003 n.3
Smoking is prohibited in any work environment.
This ban is not only important for the health of smokers and non-smokers,
but it is also important to prevent a fire hazard.

Workplaces must be structured taking into account, when necessary, any
handicapped workers.

- Circulation routes
- Stairs
- Showers
- Services
- Toilets
- Work stations used by
disabled people

WORKPLACE
Disabled workers, as well as any person possibly present within the
workplace, depending on the type of disability (motor, sensory, or visual
and/or auditory, or cognitive) must be placed in areas that are easily
manageable in the event of need for an emergency evacuation (mainly
earthquake and fire).

caused by fire or other emergency situations»;

All systems and devices must be subjected to regular technical maintenance by
qualified personnel and potentially dangerous situations must be eliminated and/or
reduced as much as possible.

It refers to an object, an activity or a specific situation.
Provides an indication or requirement regarding safety or health in the
workplace.
