Budget for Children (BfC) is not a separate budget. It is merely an attempt to disaggregate from the overall budget, the allocations made specifically for programmes that benefit children. From 2000-01 to 2006-07, children received an average of 3.10 percent of the Union Budget. In 2007-08 their share was 4.8 per cent.
India's march towards global leadership is accompanied by its leadership in child labour, sexual abuse, starvation, malnourishment as well as out-of-school and destitute children.

Budget is an important tool in the hands of state for affirmative action for improvement of gender relations through reduction of gender gap in the development process. It can help to reduce economic inequalities, between men and women as well as between the rich and the poor Hence, the budgetary policies need to keep into considerations the gender dynamics operating in the economy and in the civil society. There is a need to highlight participatory approaches bottom up budget, child budget, green budgeting, local and global implications of pro-poor and pro-women budgeting and inter-linkages between gender-sensitive budgeting and women’s empowerment. Understanding the relationship between macroeconomic policies and the Union Budget, state budgets and the local self government institutions in the context of economic reforms and globalisation is a MUST as it has influenced women’s lives in several ways. It is good economic sense to make national budgets gender-sensitive, as this will enable more effective targeting of government expenditure to women specific activities and reduce inequitable consequences of previous fiscal policies. The Gender Budget Initiative is a policy framework, methodology and set of tools to assist governments to integrate a gender perspective into the budget as the main national plan of public expenditure. It also aims to facilitate attention to gender analysis in review of macroeconomic performance, ministerial budget preparations, parliamentary debate and mainstream media coverage. Budget impacts women’s lives in several ways. This is the sixteenth annual report of HAQ: Centre for Child Rights. Since its inception in 1999,
HAQ has continuously grown in its spread of work and understanding of children and their
issues. While some activities have been consistent, every year brings with it some new
opportunities, new partnerships and associations.
HAQ’s strength however remains in building and strengthening governance systems for
realisation of children’s rights and child protection initiatives through legal aid and
counselling of children in contact with the law. It continues to be a resource centre that

HAQ did a budget analysis with the support of Ford Foundation with an active engagement with the government officials and did a trend analysis from 2008-2009 to 2013-2014 which includes the trend analysis from 2004–2005 to 2008–2009.
This budget report has analyzed the government’s commitments towards ensuring and securing the rights of the children for six years spanning from 2008–2009 to 2013–2014.

There are over 40 crore children (0-18 years) in India—more than 40 per cent of the country’s population. Of these 19 crore are between 6-14 years. They are all our young citizens. Needless to say, development programmes that are meant for the society as a whole are also going to benefit children, as they will to all other sections of society. However, from time-to-time the government makes special commitments to children. Budget analysis enables us to assess how far the policy and programme commitments made specifically to children and the goals set for them by the government are translated into financial commitments. Indeed, are we putting our money where our mouth is? After all the budget of any country is a reflection of its political and economic priorities.

The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. 4. Karnataka
Officially adopted Gender Budgeting in 2006-07
Constituted a Gender Budget Cell in the Fiscal Policy and Analysis
Cell, Finance Department in 2007.
Introduced Gender Budget Statement as part of State Budget in
2007-08.
As a first step to Gender Budgeting, strength of male and female
employees working in State Government was captured.
Detailed Circular seeking information on Gender Budgeting is
issued every year.
The Department of Planning monitors the progress using Monthly
Programme Implementation Calendar.
Gender Budgeting Cell in the Finance Department, Women & Child
Department, Department of Economics and Statistics, ATI and
SIRD Mysore are promoting capacity building on Gender
Budgeting.
5. Kerala
Officially adopted GB in 2008.
Gender Budgeting was made part of local government
process in 1998. |A Gender Budgeting exercise of State
Budget was also conducted in 2008-09.
Set up a Gender Advisory Committee in 2008. The
reconstituted committee is headed by Minister Social Welfare.
Introduced two Flagship programmes for Gender with various
Departments on board in 2008. Undertook Gender audit of the
two schemes and thereby increased fund allocation. The total
budget outlay for women has thus increased from 5.5% of
State Budget in 2008-09 to 8.5% in 2010-11.
6. Maharashtra
Officially adopted Gender Budgeting in 2011-12.
A Gender Budgeting Cell has also been formed
under the Planning Department.
7. Nagaland
Officially adopted Gender Budgeting in 2009
Set up a Task Force for "Engendering State and District Plans"
headed by Additional Chief Secretary in 2009 with members from
Departments of Health and Family Welfare, Finance, Rural
Development, Development Commissioner, SIRD, ATI, Nagaland
University and Additional Director, Women Development is
member secretary.
Constituted a Gender Budgeting Cell under Planning and
Coordination Department.
Gender Budgeting is a subject of training calendar of ATI
(Administrative Training Institute) and SIRD(State Institute of Rural
Development). The Task force also developed a Gender Budgeting
manual customized to local requirement in collaboration with
UNDP
8. Rajasthan
Officially adopted Gender Budgeting in 2005-06
Set up a High level Committee under the Chairpersonship of
Chief Secretary in 2009-10. Principal Secretary Finance,
Planning and Women and Child Development are members
and Commissioner, Women’s Empowerment is Secretary.
Constituted a Gender Cell under Directorate of Women

Committee as also to undertake capacity building exercises.
Gender Desks have been set up in 42 Departments to act as
a focal point on gender issues.

9. Tripura

10. Uttrakhand

Introduced Gender Budget Statement as part of State
Budget in 2007-08.
Every year more Departments are reporting in the
statement with an increase from 18 to 29 Departments
between 2007-08 and 2012-13. Corresponding increase
in fund allocation has been from Rs. 330 crores to Rs.
2228 crores respectively.
Department of Women Empowerment and Child
Development is the nodal agency for capacity building
on Gender Budgeting.
11. Uttar Pradesh
Officially adopted Gender Budgeting in 2005-06
A working group was formed under the directions of
Secretary Finance, Planning and Women and Child
Development for promoting Gender Budgeting.
In the first phase 24 Departments were identified for
Gender Budgeting.
Women and Child Development Department is the
nodal agency.
