State and local public employees are often accused of being overcompensated compared to private sector workers. È altrettanto chiaro che il reale punto limite che ha impedito all’Italia di «garantire» il diritto «riconosciuto» è il «vincolo economico». Per superarlo, l’unico passaggio che dal 1948 ad oggi il Sistema Scolastico Italiano attende per divenire non soltanto a parole “integrato” è l’individuazione e l’applicazione del “costo standard di sostenibilità per allievo”.
