Our approach is to use the solutions that are free and open [such as Google Maps, Google Earth, Google 3d, Ushahidi, OpenStreetMap, or Android apps for route tracking] and to develop a stable tool through the integration of diverse solutions ensuring a high level of sharing and collaboration among different players.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

• A limited effect of present regulations is also due to the lack
of specific competences by administrators. As a
consequence many activities are performed within old
schemes, paying more attention to avoid possible sanctions
than to improve services.

Nevertheless PAs can not forget that they are
spending public money for public interest,
so they also have to ensure the respect of
some “common” rules…

The evidence coming from almost 20 years of public
procurement based also on the new technologies shows
that in Italy:
• It is necessary to provide a system of specific sanctions
in order to increase compliance with regulations
• It is essential to organize dissemination and training (both
of PA technicians and of politicians) in order to increase
awareness and specific competences
• The Consip model, albeit quite centralistic, appears to be
reasonably good and it may probably ensure a more
systematic compliance with standards

On the technical side it is important to stress the advantages
of openness in order to make standards-based public
procurement practically feasible.
In particular PAs in procurement should be aware of the
need of:

• open g-cloud • Transparency
• interoperability • scalability
• software reusability • …
• absence of lock-in

• Integration with the software already in use
• The “continuity of data
• Interoperability and cooperation
• Availability of source code ate least for inspection and
traceability (even in case of proprietary code)

• Be proprietary of the “structure of data”
• Be proprietary if software custom
• Get better price/performance solutions and maintenance
• Verify the TCO
• Buy software based on Open standards
• Be sure to be able to change supplier
• Be sure that the software acquired will not have any
backdoors

In giving information Pas must grant to citizens:
• Transparency
• Privacy
• Accessibility (both in the sense of availability of documents
