Introduction
• About 2.41 million hectares of water bodies are available for
freshwater aquaculture in the India.
• Since the mid-seventies, when composite fish farming was
demonstrated through the Fish Farmers’ Development Agencies
(FFDAs) and fish seed production practices were stand ardized,
the fish production levels have increased from about 500 kg/
ha/yr to about 2200 kg/ ha/yr.
• Presently, production fro m inland aquaculture is estimated at
about 5.4 million tones. The NFDB will assist the following
components:
• It is estimated that the India has presently more than 24.1 lakh
hectares under freshwater aquaculture. The NFDB proposes to
bring about one-third (33 %) of this area i.e. about 8.0 lakh
hectares under intensive aquaculture in the next six years.
Species for Fresh water Aquaculture
India
• Indian major carps (IMC) and exotic carps (silver carp,
grass carp and common carp) form the mainstay of Indian
freshwater aquaculture and contribute over 90 percent of
the total freshwater aquaculture production.
• Besides the IMC and exotic carps, there are several other
fast growing species, which include minor carps (Labeo
calbasu, L. bata), catfishes (singhi, Heteropneustes fossilis
and magur, Clarias batrachus), murrels ( Channa spp), koi
(Anabas testudineus), pearlspot (Etroplus suratensis),
pangas (Pungasius spp.), mashseer (Tor spp.) giant
freshwater prawn (Macrobrachium rosenbergii) and
riverine prawm (Macrobrachium malcomsonii) are the
species that can also be cultured as the demand for such
fish species is high in certain areas of the country.

• Finfish culture ;The unit cost towards one time first-year input costs for fish
culture has been estimated as Rs.50,000/ha. The subsidy shall be @20% of the
unit cost with a ceiling of Rs.10,000/ha for all farmers, except SC/ST farmers for
whom the subsidy shall be @25% of the unit cost with a ceiling of Rs.12,500/ha
• New spp.The subsidy shall be @40% of the unit cost for all farmers
• Prawns culture; as Rs.1,80,000/ha. The subsidy shall be @20% of the unit cost
with a ceiling of Rs.36,000/ha for all farmers.
• paddy fields; as an alternate crop is estimated at Rs.0.50 lakhs/ha and those
farmers who have availed NFDB subsidy for renovation are eligible for the
subsidy @20% of the unit cost.

• unit cost of freshwater fish hatchery with a
production capacit y of 7-8 million fr y per
year wit h nurseries has been estimated as
Rs.12 lakhs/ unit in plain areas and Rs.16
lakhs/ unit in the hill states/Districts and
North-East region. The subsid y shall be 20%
on the unit cost with a ceiling of Rs.2.4
lakhs/unit in plain areas and Rs.3.2 lakhs/unit
in hill states/Districts and North-East region to
farmers/entrepreneurs

The Story of the NFDB
• The Story
• The National Fisheries Development Board (NFDB) was established in 2006 as an
autonomous organization under the administrative control of the Department of Animal
Husbandry, Dairying & Fisheries, Ministry of Agriculture and Farmers Welfare,
Government of India to enhance fish production and productivity in the country and to
coordinate fishery development in an integrated and holistic manner.
• A wide range of fishery development activities viz., intensive aquaculture in ponds and
tanks, culture based capture fisheries in reservoirs, Coastal Aquaculture, Mariculture,
Sea Weed cultivation, establishment of infrastructure, fishing harbours and fish landing
centres, fishing dressing centres and solar drying of fish, domestic marketing, deep sea
fishing and tuna processing, ornamental fisheries, trout culture, artificial reefs
technology upgradation and capacity building of fishermen and fish farmers are being
supported through the State Governments/Implementing agencies.
• The activities of NFDB are overseen by a Governing Body under the Chairmanship of
the Union Agriculture Minister.
• The Governing Body and the Executive Committee consider and decide the activities of
the Board and provide periodic guidance.
• The Executive committee, with the Secretary in charge of Department of Animal
Husbandry, Dairying and Fisheries as its Chairman, provides the general
superintendence, direction and the control of the affairs and functions of the Board. The
NFDB is headed by a Chief Executive.

ఉత్ప తిి ద్పస్తిత్ెం దేశీయ రెంగెం నుెండ ాాపు 65 శాత్ెం వాట్ను కలిగ
ఉెంద్ధ మరియు సెంసక ృతి చేపల ప్ెంపకెం నుెండ ాాపు ఒక్వ విధెంగా
ఉెంద్ధ.

8). Brood Stock Development Programme including Ornamental Fish; Rs 25.00 lakh
for farm, including transport arrangements for distribution ; 40% grant to
Government Agencies/Government Institutions only.
9). Trout farming ;
a). Trout farming in raceways: Unit size - 45 m3 water volume; Rs.1.00 lakh/ unit
- 20% subsidy for farmers/ entrepreneurs with a ceiling of 0.20 lakh/ha. & 25%
subsidy to SC & STs with a ceiling of Rs. 0.25 lakh/ha.
b). Inputs for trout farming in raceways: Unit size - 45 m3 water volume; Rs.1.30
lakh/ unit ; 20% subsidy for farmers/ entrepreneurs with a ceiling of 0.26
lakh/ha

b). Capacity: 0.2-0.3 million fry/ year- Rs. 12.00 lak/ unit ; 20% subsidy for farmers/
entrepreneurs .
11). Fish feed mill : a). Feed mill of 1.2 quintal/ day production capacity - 7.5 lakh/
unit; 7.5 lakh/ unit ; 20% subsidy with a ceiling of Rs. 1.5 lakh per unit to
Entrepreneurs/ Farmers.
b). Trout feed mill 3 tons/hour production capacity ; Rs 500 lakh ; 40% grant on
machinery and equipment to State Fisheries Dept/ ICAR/ Quasi Government
Organizations .
12). Running water fish culture :
a). Construction of Raceways (100 m3 water volume) ; Rs 0.45 lakh/ unit ; 20% subsidy
for farmers/ entrepreneurs with a ceiling of 0.09 lakh/unit & 25% subsidy to SC &
STs with a ceiling of Rs. 0.1125 lakh/ unit .
b). First year input ; Rs 0.15 lakh/ unit ; 20% subsidy for farmers/ entrepreneurs with a
ceiling of 0.03 lakh/unit &25% subsidy to SC & STs with a ceiling of Rs. 0.0375 lakh/
unit.
2. Ornamental Fisheries
A} Backyard Hatchery : Rs. 1.50 lakh 40% unit cost as subsidy to members
of Women SHGs/ Fisherwomen Cooperative Societies/ Entrepreneurs: 40% unit
cost as subsidy to members of Women SHGs/ Fisherwomen Cooperative
Societies/ Entrepreneurs
B) Medium Scale Unit ; Rs 4.00 lakh; 40% unit cost as subsidy to all categories of
beneficiaries.
C). Integrated Ornamental Fishery Units; Rs 15.00 lakh-40% Subsidy to the
Government Agencies/ Government Institutions/ Entrepreneur .
D). Setting up of Aquarium Fabrication Units; Rs. 1.00 lakh ; 40% unit cost as
subsidy to members of Women SHGs/ Fisherwomen Cooperative Societies
&25% unit cost as subsidy to Entrepreneurs/individual persons.
3. Reservoir Fisheries Development (RFD)
1). (i) One-time Stocking of Fingerlings in small Reservoir (40-500 ha effective
water spread area) @ 2000 nos./ha : cost-Re 1/- per fingerling of 80-100 mm
IMC/ Prawn and other species indicated in the guidelines. This cost would
include rearing of seed in situ/ ex situ and transportation. Subsidy-100% grant for
stocking of fingerlings. Implementing agency shall remit 25% of lease/ license
amount to NFDB.
• ii). Four-Year (consecutive) Stocking of Fingerlings: @ 1000 nos./ ha in first year,
and @ 500 nos./ha in 2nd to 4th years for medium (>500-5000 ha) Reservoirs
and @ 350 nos./ha in all four years for large (>5000 ha) Reservoirs; Re 1/- per
fingerling of 80-100 mm IMC/ Prawn and other species indicated in the
guidelines. This cost would include rearing of seed in situ/ ex situ and
transportation; 100% grant for stocking of fingerlings. Implementing agency
shall remit 25% of lease/ license amount to NFDB.
• 2). Training to Fishermen on Reservoir Management for up to 5 days depending
on extent of Reservoir: DA @ Rs.150/day/ trainee; Reimbursement of to and fro
travel expenses actual/ max Rs. 500/-; Honorarium to resource person @ Rs.
500/- per day and TA actual/max @ Rs. 1000/-per programme; to Implementing
agency @ Rs. 75/day/trainee; 100% grant to Govt. Institutions/ agencies having
expertise
4. Coastal Aquaculture
• (Name of the Activity/ Scheme; Unit Cost; Pattern of Assistance )
1). Construction of ponds for brackish water finfish culture(Rs. 2.40 lakh/ha ; 25% of cost subject to a maximum of Rs. 0.60
lakh/ ha).
2). Additional infrastructure/ modification of existing farms for brackish water finfish culture (Rs. 2.00 lakh/ ha; 25% of cost
subject to a maximum of Rs. 0.50 lakh/ ha).
3). Input assistance for brackish water finfish culture (Rs.3.00 lakh/ ha (subject to approval of CIBA, based on production levels);
25% subject to a maximum of 0.75 lakh/ha to farmers/ entrepreneurs. 30% subsidy subject to a maximum of Rs. 0.90 lakh/
ha to SCs/ STs.
4). Cage culture of brackish water fin fishes: (Capital cost of Rs. 10.00 lakh / ha (subject to the approval of CIBA/ RGCA based on
the production levels) ; Back ended subsidy of 25% on the capital cost not exceeding Rs. 2.50 lakh/ha. Back ended subsidy
of 30% on the capital cost to SCs/STs not exceeding Rs. 3.0 lakh/ha).
5). Input assistance for cage culture of brackish water finfish:(Capital cost of R
; Back ended subsidy of 25% on capital cost not exceeding Rs. 2.50 lakhs/ha to farmers/ entre ).
6). Need Based Financial Assistance for development and demonstration of innovative/ new technologies ;
a). For increasing fish production/ productivity as brood stock development(40% grant to the Central/State Govt.
Organization/Federation).
b). New species ; Subsidy on 40% of the project cost).
c). Low cost feed with high nutritive value
d). New farming practices (cage/pen culture), etc.
e). Setting up of Aquatic Animal Health and Environmental Management Laboratory in farming areas (Rs. 56.00 lakh for the
coastal States and Rs. 40.00 lakh for inland States ). 40% grant to the State Govt .
f). Need based financial assistance for Specific Pathogen Free shrimp nauplii production centres ; Rs. 25.00 lakh for at least 200
million nauplii production capacity/year
; 40% grant to Govt. Agencies; 25% subsidy to Entrepreneurs ).
g). Additional infrastructure for SPF shrimp seed hatcheries (Rs. 20.00 lakh for 30 million PL20 capacity/year ; 40% to
Central/State Govt. Departments /Institutions; 25% subsidy to Entrepreneurs).
h). Assistance to Specific Pathogen Free shrimp culture farms for additional infrastructure for semi intensive/ intensive farming;
Rs. 15.00 lakh for 5 ha water spread area and above ; subsidy of 25% on the capital cost.
Back ended subsidy of 30% on the capital cost to SCs/STs).
I). Development of fish breeding grounds through mangrove plantation (75% grant to meet the cost of mangrove sapling,
transplantation and rearing and remaining 25% cost of labour component to be met through MNREGA).
5. Mariculture

3). Assistance for setting up Open Sea Cage Culture units; Capital cost of Rs. 6.00
lakh/cage and working capital of Rs. 4.15 lakh/ cage of 12-metre dia. 40% grant to
Central Govt. 40% back ended subsidy on capital and recurring costs to fishermen
groups and entrepreneurs.
4). Assistance for setting up of Open Sea Cage Culture units by fishermen societies and
SHGs (Capital cost of Rs. 1.25 lakh/cage of 6-metre dia; 40% as back ended subsidy).
5). Assistance to Mussel/Oyster/Clam culture/ other commercial shellfishes ; Rs.
20,000/ unit of 50 m2 area ; 40% subsidy on the unit cost, to fishermen/ SHG’s/
entrepreneurs).
6). Training on Marine Ornamental Fish Culture (NFDB guidelines ; 100% financial
assistance to Govt. Institutions having expertise).
6. Seaweed Culture
• 1). Seaweed Culture; (i) Rs. 1,000/- per unit (Bamboo raft
method) ; (ii) Rs. 5,000/- per unit (Mono line net-bag
method) - 40% subsidy on the unit cost to women SHG’s
and entrepreneurs.
• 2). Training on Seaweed Culture; DA @ Rs.150/day/
trainee; Reimbursement of to and fro travel expenses
actual/ max Rs. 500/-; Honorarium to resource person @
Rs. 500/- per day and TA actual/max @ Rs. 1000/- per
programme; to Implementing agency @ Rs.
75/day/trainee; 100% grant to Govt. Institutions/

7. Development of Domestic Fish Marketing
1). Modernization of Wholesale Fish Markets; Rs.250.00 lakh/50 stalls; Subsidy- 40% of capital cost).
2). Development/ Construction of new Retail Fish Market Complexes with Outlets; Rs.50.00 to 100.00 lakh to establish
Major Retail Market (20 Outlets) and up to Rs. 50.00 lakh for Minor Retail Market (10 Outlets); 40% of capital cost
as grant to Govt. Fisheries Depts., Quasi Govt. Organizations, Local Civil Bodies and Research Institutes. 25% of
capital cost as subsidy to entrepreneurs. 30% to SC/ST, Women/ NE Beneficiaries.
3). Setting up of Fish Retail Outlet; Up to Rs.10.00 lakh; 25 % subsidy; 30% subsidy for SCs/STs/ Women/ NE
Beneficiaries .
4). Retailing by Fisherwomen; Up to Rs. 10.00 lakh; 40% subsidy of approved project cost as back ended subsidy to
fisherwomen who are involved in fish marketing and to those from fisherman community and members of local
fishermen or fisherwomen co-operative societies.
5). Cold Chain Development and Processing of Value Added Fish Products; Unit cost has to be decided and appraised
on a case to case basis; 40% of capital cost as grant to Govt. Fisheries Depts., Fisheries Corporations/ Federations.
25% of capital cost as subsidy subject to a maximum of Rs. 25.00 lakh to Entrepreneurs, and 30% subject to a
maximum of Rs. 30.00 lakh to SC/ ST/ Women/ NE Beneficiaries.
6). Model Fish Dressing Centre ; Up to Rs. 150.00 lakh ; 40% grant to Govt.
7). Developing Working Model/ Branding/ Bench Marking/ Certification; Case to case basis ; 40% grant to Govt.
8). Setting up of Solar Fish Drying Units ; (i) Unit cost up to Rs. 6.0 lakh for 100 kg/ day (ii) case to case basis for 500
kg./day and above.; 40% grant to the Govt. Depts./ Quasi Govt. Organizations / Research Institutes. 25% subsidy
(30% for SC/ ST & NE regions) to fishermen/ fisherwomen/ SHGs/ entrepreneurs.
9). Platform for Sun Drying of Fish ; Unit cost limited to Rs. 35,000/- per platform of minimum 150 sq. feet ; 40% grant
to the Govt. Depts./ Quasi Govt. Organizations / Research Institutes. 25% subsidy (30% for SC/ ST & NE regions) to
fishermen/ fisherwomen/ SHGs/ entrepreneurs.
10). Organising Fish Festival/ Fish Mela; Up to Rs.50.00 lakh ; Up to 40% grant to Govt.
11). Campaign for promotion of fish and fish products consumption ; Each proposal will be examined and appraised on
case to case basis ; Up to 100% grant to Govt. Depts./ Quasi Govt. Organizations/ Research Institutes.
12). Training and demonstration to fisherwomen on hygienic handling of fish and processing/ value addition; DA @
Rs.150/day/ trainee; Reimbursement of to and fro travel expenses actual/ max Rs. 500/-; Honorarium ; to resource
person @ Rs. 500/- per day and TA actual/max @ Rs. 1000/- per programme; to Implementing agency @

8. Infrastructure Development for Harbours and Landing Centres

Introduction • About 2.41 million hectares of water bodies are available for freshwater aquaculture in the India. • Since the mid-seventies, when composite fish farming was demonstrated through the Fish Farmers’ Development Agencies (FFDAs) and fish seed production practices were stand ardized, the fish production levels have increased from about 500 kg/ ha/yr to about 2200 kg/ ha/yr. • Presently, production fro m inland aquaculture is estimated at about 5.4 million tones. The NFDB will assist the following components: • It is estimated that the India has presently more than 24.1 lakh hectares under freshwater aquaculture. The NFDB proposes to bring about one-third (33 %) of this area i.e. about 8.0 lakh hectares under intensive aquaculture in the next six years.

Species for Fresh water Aquaculture India • Indian major carps (IMC) and exotic carps (silver carp, grass carp and common carp) form the mainstay of Indian freshwater aquaculture and contribute over 90 percent of the total freshwater aquaculture production. • Besides the IMC and exotic carps, there are several other fast growing species, which include minor carps (Labeo calbasu, L. bata), catfishes (singhi, Heteropneustes fossilis and magur, Clarias batrachus), murrels ( Channa spp), koi (Anabas testudineus), pearlspot (Etroplus suratensis), pangas (Pungasius spp.), mashseer (Tor spp.) giant freshwater prawn (Macrobrachium rosenbergii) and riverine prawm (Macrobrachium malcomsonii) are the species that can also be cultured as the demand for such fish species is high in certain areas of the country.

The subsidy shall be @20% of the unit cost with a ceiling of Rs.10,000/ha for all farmers, except SC/ST farmers for whom the subsidy shall be @25% of the unit cost with a ceiling of Rs.12,500/ha • New spp.The subsidy shall be @40% of the unit cost for all farmers • Prawns culture; as Rs.1,80,000/ha. The subsidy shall be @20% of the unit cost with a ceiling of Rs.36,000/ha for all farmers. • paddy fields; as an alternate crop is estimated at Rs.0.50 lakhs/ha and those farmers who have availed NFDB subsidy for renovation are eligible for the subsidy @20% of the unit cost.

The subsid y shall be 20% on the unit cost with a ceiling of Rs.2.4 lakhs/unit in plain areas and Rs.3.2 lakhs/unit in hill states/Districts and North-East region to farmers/entrepreneurs

The Story of the NFDB • The Story • The National Fisheries Development Board (NFDB) was established in 2006 as an autonomous organization under the administrative control of the Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture and Farmers Welfare, Government of India to enhance fish production and productivity in the country and to coordinate fishery development in an integrated and holistic manner. • A wide range of fishery development activities viz., intensive aquaculture in ponds and tanks, culture based capture fisheries in reservoirs, Coastal Aquaculture, Mariculture, Sea Weed cultivation, establishment of infrastructure, fishing harbours and fish landing centres, fishing dressing centres and solar drying of fish, domestic marketing, deep sea fishing and tuna processing, ornamental fisheries, trout culture, artificial reefs technology upgradation and capacity building of fishermen and fish farmers are being supported through the State Governments/Implementing agencies. • The activities of NFDB are overseen by a Governing Body under the Chairmanship of the Union Agriculture Minister. • The Governing Body and the Executive Committee consider and decide the activities of the Board and provide periodic guidance. • The Executive committee, with the Secretary in charge of Department of Animal Husbandry, Dairying and Fisheries as its Chairman, provides the general superintendence, direction and the control of the affairs and functions of the Board. The NFDB is headed by a Chief Executive.

  • 66. 3. Reservoir Fisheries Development (RFD) 1). (i) One-time Stocking of Fingerlings in small Reservoir (40-500 ha effective water spread area) @ 2000 nos./ha : cost-Re 1/- per fingerling of 80-100 mm IMC/ Prawn and other species indicated in the guidelines. This cost would include rearing of seed in situ/ ex situ and transportation. Subsidy-100% grant for stocking of fingerlings. Implementing agency shall remit 25% of lease/ license amount to NFDB. • ii). Four-Year (consecutive) Stocking of Fingerlings: @ 1000 nos./ ha in first year, and @ 500 nos./ha in 2nd to 4th years for medium (>500-5000 ha) Reservoirs and @ 350 nos./ha in all four years for large (>5000 ha) Reservoirs; Re 1/- per fingerling of 80-100 mm IMC/ Prawn and other species indicated in the guidelines. Need based financial assistance for Specific Pathogen Free shrimp nauplii production centres ; Rs. 25.00 lakh for at least 200 million nauplii production capacity/year ; 40% grant to Govt. Agencies; 25% subsidy to Entrepreneurs ). g). Additional infrastructure for SPF shrimp seed hatcheries (Rs. 20.00 lakh for 30 million PL20 capacity/year ; 40% to Central/State Govt. Establishment of big fresh water prawn hatchery at state level; • A). Unit cost Rs. 30Lprawn hatchery with 25million PL capacity/yr. • B). Rs. 8L/small hatchery with 5-10million PL capacity/yr, subsidies @20% Rs 1.5L entrepreneurs only.

Transportation of fish/prawn seed; only in hilly area states/districts& NE region, subsidy @Rs 20for 1000fry transported to all FFDA not applicable to individual fish farmers. 16). Fish feed units; Rs 25L for building machinery& equipment. Subsidy @20%bmax Rs 5L. 17). Training of farmers; stipend @ Rs 50/day in training period of 10days& lump sum of Rs 100 towards travel& field visits. 18). Purchase of vehicles: 50% cost of vehicle for each new & 50% cost for replaced vehicle.
