Drastically reduced energy consumption and immediate job growth are just some of the benefits that effective policies and programs can bring, particularly to the Appalachian region, which has the highest energy consumption in the country. Kateri Callahan presented these findings to the annual Charlotte Regional Partnership Investors Board in Charlotte, N.C., where already progressive energy efficiency policies and programs are taking root. Callahan also briefed the audience of investors and board members on the climate and energy bills moving through Congress.

His presentation Everything You Always Wanted to Know About Congress (But Were Afraid to Ask) gives a straight-forward analysis of the how’s and why’s of policymaking, particularly as they pertain to energy legislation. Castelli also offered a prescient energy policy outlook, and called attention to the interdependence of water and energy consumption.
With new funds in the pipeline and a new administration at the helm, communities nationwide are looking for ways to align their strategies for development with the tone and tenor of Washington. In order to help counties better understand the new mechanisms for addressing their energy needs, Brian spoke to NACo’s Energy Subcommittee about the opportunities for clean energy activities in the 2009 American Recover and Reinvestment Act (ARRA). Recovery Through Retrofit identified homeowners’ lack of access to information, financing and skilled workers as the key barriers that have prevented a strong nationwide home energy retrofitmarket from growing. The report also laid out several recommendations aimed at breaking down these barriers. During the last year, an interagency working group has addressed each of therecommendations and the Middle Class Task Force and CEQ are pleased to report on ourprogress and announce the launch of several new initiatives.

Brian Castelli, Executive VP of Programs and Development at the Alliance to Save Energy presented at the Commonwealth of Virginia’s Energy and Sustainability Conference. In his presentation Generating Energy Through Efficiency, he discussed the many ways in which the Commonwealth of Virginia can harness the economic and environmental benefits of energy efficiency – for example, through utility programs, public benefit funds and state-administered appliance standards, to name a few areas. Looking at the big picture, Virginia’s actions today could help strengthen tomorrow’s national plan for energy efficiency.

There are many opportunities to interlace energy efficiency (EE) and renewable energy (RE) in policy and the marketplace. In her presentation, Kateri discussed the historical partnership of EE and RE, from their pivotal role in the energy legislation of the past decade, to their essential support of many clean energy policies and programs undertaken by state and local authorities, utility companies and businesses. Given the ‘green’ tenor of the 2009 American Recovery and Reinvestment Act, the partnership between EE and RE will only grow stronger, making these two clean fuels the building blocks of a green economy.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Chart shows that Electricity is expensive in Maryland. – Not as high as Delaware; slightly higher than DC, - Way above regional average or Virginia All know about BGE 50% increase in July 2007. - Statewide problem. -- PEPCo – slightly higher Natural Gas – Driving market prices - 50% of Maryland is on gas heat.
Demand Outpacing Supply – MD’s electricity consumption increased 12.5% over last decade, while generation increased by only 5.5%. (2006 EIA data) Significant Imports - 23% of electricity imported from other states.
Climate – - 3 rd most exposed to sea level rise (behind FL and LA), - More coastline than California. - Bay’s temperature increased 2 degrees since 1960, threatening habitat and $250 billion coastal economy Environmental – - Most of Maryland’s population lives in areas that fail to meet EPA’s health based air quality standards. - Reducing NOx, SOx, and Particulate Matter directly reduces asthma, heart attacks and other adverse health impacts.
Note: Estimated electricity savings and greenhouse gas emission reductions are based on 20 year lifespan of programs.
