GATINEAU, QC, March 20, 2018 – The Office of the Privacy Commissioner of Canada has opened an
investigation related to recent media reports regarding alleged unauthorized access and use of Facebook
user profiles.
“We have received a complaint against Facebook in relation to allegations involving Cambridge Analytica
and have therefore opened a formal investigation,” says Commissioner Daniel Therrien. “The first step will
be to confirm with the company whether the personal information of Facebook users in Canada was
affected.”
The investigation will examine Facebook’s compliance with Canada’s federal private sector privacy law,
the Personal Information Protection and Electronic Documents Act (PIPEDA).
“The allegations we’ve seen in media reports raise extremely important privacy questions. The digital
world, and social media in particular, have become entrenched in our daily lives and people want their
rights to be respected.”
The UK Information Commissioner’s Office has an ongoing related investigation.
“We will remain in contact with the UK office and will work with other data protection authorities as
appropriate. Ultimately, our goal is to ensure that the privacy rights of Canadian Facebook users are
protected,” says Commissioner Therrien.
Due to confidentiality provisions under PIPEDA, no further details regarding the investigation are available
at this time.
Both federal privacy laws are in urgent need of reform and the Commissioner has called on the government
to address the shortcomings in Canada’s privacy regime.
“If true, the allegations raise a major challenge for privacy rights. We have recommended strengthening
Canada’s private sector law in order to help strengthen consumer trust. I welcome the support of a
Parliamentary committee that recently reviewed PIPEDA,” says Commissioner Therrien.

Introduction
The Cambridge Analytica scandal with Facebook was reported by the New York Times and the Guardian in March 2018. In the scandal, over 50 million Facebook profiles were compromised and illegally utilized by Cambridge Analytica. Cambridge Analytica is a political consulting firm that was in charge of the 2016 Donald Trump presidential campaign. During this campaign period, Facebook made a mistake and authorized third party users to use its data for what they termed as academic research. The company Cambridge Analytica was to use the data given by Facebook for academic research (Isaak & Hanna, 2018). However, they used the data to help in the campaign for former president Donald Trump.
The crisis developed a claim on the use of Facebook data and the eligibility of privacy for Facebook users. This raised ethical concerns as there was improper use of Facebook’s data for political gains. The improper use of Facebook data by Cambridge Analytica gave rise to a massive ethical dilemma since the Facebook users did not approve of their data been used. Facebook is among one of the largest media multinational companies globally. Facebook parents social media platforms such as WhatsApp, Instagram and Messenger. By the time the crisis was taking place in 2018, Facebook had an estimated population of 2.38 billion users, which is a third of the total world’s population.
Cambridge Analytica was registered as a political consulting firm. The company specialized in data analysis and mining. The 2016 United States presidential election was one of the most crucial elections I the history of the United States. Cambridge Analytica was hired by Trump to help in data analysis during the elections. The company requested for data from Facebook for personal user accounts. Instead if the intended use of the data for academic research, Cambridge used this data to formulate and send certain type of advertisements to a specified target group (Isaak & Hanna, 2018). Some of the Facebook users could not view this adverts. They were only viewed by the selected group. This Facebook scandal of mishandling Facebook data was termed unethical. Facebook took less regulatory actions on its data use and Cambridge Analytica broke the code of Facebook’s data guidelines. This case study is important to break the monopoly of data use that Facebook has over its users’ data. Facebook Inc. ignited a firestorm over how it manages third-party access to its users' information, after the social network said a firm with ties to the 2016 Trump campaign improperly kept data for years despite saying it had destroyed those records.
U.S. and British lawmakers slammed Facebook over the weekend for not providing more information about how the data firm, Cambridge Analytica, came to access information about potentially tens of millions of the social network's members without their explicit permission.
"This is a big deal, when you have that amount of data. And the privacy violations there are significant," Sen. Jeff Flake (R., Ariz.), a member of the Senate Judiciary Committee, said in an appearance on CNN. "So, the question is, who knew it? When did they know it? How long did this go on? And what happens to that data now?"
The attorney general in Massachusetts said in social-media posts Saturday that her office planned to launch an investigation into the matter.
Damian Collins, the U.K. lawmaker who chairs a parliamentary committee on media and culture, said he intended to ask Facebook Chief Executive Mark Zuckerberg to testify before the group, or send a senior executive to do so, as part of its inquiry into how social-media manipulation affected Britain's referendum decision to exit from the European Union.
Late Friday, Facebook said it suspended Cambridge and two individuals--Aleksandr Kogan, a psychology professor from the University of Cambridge, and Christopher Wylie, who helped found Cambridge--after hearing "reports" they had violated Facebook policies that govern how third-party developers can deploy user data they obtained from the company. Facebook didn't elaborate on the source of its information.
Facebook said it learned in 2015 that Mr. Kogan broke Facebook policy and shared the user data with third parties. The company said it demanded he and third parties with access to the data delete those records but learned this month the data hadn't been destroyed.
Facebook executives spent much of Saturday arguing what happened didn't constitute a data breach--even as they and the company acknowledged Mr. Kogan and Cambridge abused user data that previously was provided openly to third parties.
The episode highlighted Facebook's continuing struggle to grasp how its platform and the data it generates are handled by others. It comes as Facebook struggles to respond to last fall's disclosure that Russian-backed actors leveraged its tools to manipulate Americans during and after the 2016 U.S. presidential race.

Digital Life". He provided app to Cambridge
Analytica. Cambridge Analytica in turn arranged
an informed consent process for research in which
several hundred thousand Facebook users would

Facebook director Mark Zuckerberg first
apologized for the situation with Cambridge
Analytica on CNN, calling it a "issue" , a "mistake"
and a "breach of trust".
Other Facebook officials argued against calling it
a "data breach", arguing those who took the
personality quiz originally consented to give away
their information.

Zuckerberg wrote. . "We have a responsibility to
protect your data, and if we can't then we don't
deserve to serve you". & "We also made mistakes,
there's more to do, and we need to set up and do
it".
Zuckerberg has apologized in front of US Congress
for the data misused by third party.
15. RESPONSE OF CAMBRIDGE ANALYTICA
Cambridge Analytica says the company has done
nothing wrong and, so far, has appeared to
cooperate with investigations.
Cambridge Analytica said Whistleblower
Christopher Wylei is misrepresenting himself and
the company and strongly denies the claims made
by The New York Times, The Guardian and
Channel 4 News.

Facebook is going to restrict developers access.
Facebook will show user tool to the user to help
them see what apps are using their data and how
they can stop them.
Stock price dropped by 19% and the decline which
erased about 120billion market value.
