This document discusses CINECA's approach to developing university enterprise portals as a distributed service platform. CINECA is Italy's national supercomputing center and consortium of 40 universities. It provides ICT services to universities and the Ministry of University and Research. CINECA sees an opportunity to create a unified portal and service delivery platform to improve integration across universities' disparate systems and applications, reduce costs, and facilitate collaboration both within and outside of universities. The platform would provide a single access point for various services, be standards-based and loosely coupled, and help connect universities with businesses and industry.

Distance education and online learning history at the Politehnica University of Timisoara was initiated more than two decades ago, with a vision on opening up traditional Romanian higher education. And more than half of this time was invested in Moodle's challenging orbit and its development. Launching the Virtual Campus for Digital Students - ViCaDiS platform in 2007, as a result of our research, continuing with the highly successful Virtual Campus of the Politehnica University of Timisoara (CVUPT) platform, and getting to our latest Moodle-based endeavour - the Open Virtual Mobility Learning Hub, we grew alongside Moodle's ever-helpful community. Thanks to its open status, we were able to mould the world's leading learning environment into the tool most of our students know and (mostly) love. The road has not always been easy, but thanks to the well-meaning people behind the plugins and the forum posts, we were able to accomplish our learning process goals of honing a complex and complete instrument for online learning. We also learned to fend for ourselves by adapting or even designing from the ground up the functionalities we greatly required, always for the benefit of our students. Our actions have always been towards introducing, supporting and advocating the open education principles in our work, research and development. In the last months, due to the pandemic time and the complete move to online education, we performed a major scalability of our learning environments into what it is now the Politehnica University of Timisoara Digital Eco-system. Estimation represents one of the most critical processes for any project and it is highly dependent on the quality of requirements elicitation and management. Therefore, the management of requirements should be prioritised in any process improvement program, because the less precise the requirements gathering, analysis and sizing, the greater the error in terms of time and cost estimation. Maturity and Capability Models (MCM) represent a good tool for assessing the status of a set of processes, but an inner limit of any model is its scope and approach for describing a certain issue. Thus, integrating two or more models with a common area of focus can offer more information and value for an organization, keeping the best components from each model. LEGO (Living EnGineering prOcess) is an approach projected for this purpose. This paper proposes a LEGO application hybridizing a ‘horizontal’ model (a MM containing processes going through the complete supply chain, from requirements right through to delivery, e.g. CMMI or ISO 12207/15504) with a few specific ‘vertical’ models (MMs with focus on a single perspective or process category, e.g. TMMi or TPI in the Test Management domain, P3M3 and OPM3 in the Project Management domain) for Requirement Engineering.

to support the priorities shared by the Member States of the European Union and by the
international community.
